JOB SUMMARY:

The
IT Solutions Delivery Lead/ Manager
will lead the
design, development, and integration
of a technology ecosystem that connects
customer application, billing, and service management
, while ensuring
security, scalability, and interoperability.
A critical competency for this role is
DevOps leadership
— building automated, reliable, and scalable environments that support continuous integration, deployment, and delivery of digital solutions.

Key Responsibilities

Solutions Architecture & Integration

  • Oversee the
    integration layer and API management
    ensuring secure, reliable, and scalable data exchange.
  • Establish
    data governance
    and ensure compliance with both internal and external standards.

Digital Platform Development

  • Lead the design and deployment of a
    customer-facing digital platform
    that enables end-to-end customer application and onboarding, real-time tracking of projects, billing, payments, and consumption insights, and after-sales service requests and support
  • Ensure the platform architecture supports
    multi-utility deployment
    , allowing replication and localization across different entities.
  • Incorporate
    analytics and reporting tools
    to support customer insights and operational monitoring.

DevOps, Cloud & Infrastructure

  • Establish a
    DevOps practice
    for the continuous integration, testing, deployment, and monitoring of applications.
  • Implement automation pipelines for
    infrastructure as code (IaC)
    ,
    containerization (e.g., Docker, Kubernetes)
    , and
    cloud scalability
    .
  • Oversee the selection and management of
    cloud infrastructure providers
    (AWS, Azure, or GCP) and ensure cost-effective and secure operations.
  • Ensure high availability, disaster recovery, and system resilience.

Cybersecurity & IT Risk Management

  • Integrate
    IT security and data privacy
    into every stage of system design and operation.
  • Ensure compliance with the
    Data Privacy Act of 2012
    ,
    Meralco's cybersecurity standards
    , and other industry regulations.
  • Implement proactive cybersecurity measures such as access control, vulnerability scanning, and threat detection.
  • Develop and maintain
    business continuity
    and
    disaster recovery
    plans.

IT Operations & Vendor Management

  • Oversee daily IT operations, including network, systems, and application support.
  • Manage vendor relationships and ensure deliverables meet technical and service-level requirements.
  • Monitor and report IT performance metrics, ensuring alignment with business outcomes.

QUALIFICATIONS

Education:

  • Bachelor's degree in Information Technology, Computer Science, or Engineering.

Experience:

  • At least
    10 years of experience in IT
    , with
    5+ years in a leadership role
    managing enterprise-scale or multi-system integration projects.
  • Strong background in
    solutions architecture, DevOps, cloud environments, and application lifecycle management
    .
  • Proven experience integrating systems with
    utility or energy sector platforms
  • Experience leading cross-functional teams and external technology vendors.

Technical Skills & Competencies:

  • Proficiency in
    DevOps tools and frameworks
    (e.g., Jenkins, GitLab CI/CD, Docker, Kubernetes, Terraform).
  • Strong understanding of
    API design, cloud computing, and microservices architecture
    .
  • Deep knowledge of
    information security frameworks
    (ISO 27001, NIST, CIS Controls).
  • Strong project management, analytical, and communication skills.
  • Strategic thinking with the ability to translate business needs into scalable technology solutions.
