Purpose of consultancy



The SRH Analyst will serve as the focal point for coordination, implementation, monitoring, and reporting of sexual and reproductive health (SRH) activities in the field, including HIV programming and the medical aspects of GBV response. The Analyst will support the roll-out of SRH initiatives, track progress, and report on results, while advancing strategies such as advocacy for SRH services, facilitation of capacity development to ensure quality of care, provision and monitoring of SRH supplies, and oversight of service delivery.

The SRH Analyst will also be responsible for identifying and facilitating operational partnerships, assessing and proposing supply and equipment needs, and coordinating timely provision of these to partners. The role includes providing technical guidance on the integration of comprehensive SRH, HIV, and GBV services within primary health care systems.

In fulfilling these responsibilities, the SRH Analyst will work closely with government counterparts, implementing and development partners, civil society organizations, and sister UN agencies (e.g., UNHCR, UNICEF, IOM, WFP, and WHO) to strengthen SRH services for vulnerable populations, including internally displaced persons. The SRH Analyst will represent UNFPA in all coordination mechanisms related to SRH and will lead the SRH Sub-Cluster in the field, with technical backstopping from the SRH Unit at the national level.

The technical and coordination work expected from the SRH Analyst shall be guided by the Philippine Development Plan (PDP) 2023–2028, the Responsible Parenthood and Reproductive Health (RPRH) Law, the DOH National Objectives for Health, the BARMM MOH's strategic and sectoral health plans, and the UNFPA 9th Country Programme of Assistance to the Philippines 2024–2028.



Scope of work:

1. Technical Assistance

  • Provide technical assistance to UNFPA and implementing partners in the identification, planning, implementation, and monitoring of SRHR activities in Mindanao, including in humanitarian contexts.
  • Coordinate efforts in strategically positioning UNFPA's advocacy on critical SRHR issues in humanitarian settings.
  • Support the roll-out and monitoring of the Minimum Initial Service Package (MISP) for SRH.

2. Support to quality and timely delivery of planned results by implementing partners (IPs)

  • Support the development and/or revision of results-based Annual Work Plans (AWPs) under the SRH Mindanao programme.
  • Conduct review and quality assurance of quarterly work plan progress reports, transactions lists, and FACE forms of SRH Mindanao IPs.
  • Convene quarterly collegial reviews with implementing partners of the SRH Mindanao programme.
  • Organize convergence/harmonization meetings among SRH Mindanao IPs
  • Coordinate with various stakeholders in developing evidence-based, innovative, and replicable policy and programmatic solutions to pressing SRHR issues in the humanitarian setting.

3. Networking, partnership and coordination

  • Establish and/or reinvigorate relationships with SRH-related government counterparts (e.g. BARMM Ministry of Health, MBHTE, CPD-BARMM, Bangsamoro Women's Commission, Bangsamoro Youth Commission) and non-government stakeholders (e.g. NGOs, farmers' organizations, CSOs, inter-faith groups).
  • Build collaborative partnerships with regional and local government units, executing agencies, experts, other UN agencies, development partners, and the private sector to ensure timely and efficient delivery of project inputs.
    Contribute in identifying communication entry points and initiatives to strengthen UNFPA's organizational brand in galvanizing support and engagement with beneficiaries, partners, donors, and other stakeholders on SRHR.

4. Resource Mobilization

  • Support the Country Office's resource mobilization strategy for the Three Zeroes Plus in Mindanao, ensuring SRHR is mainstreamed across proposals regardless of thematic focus.
  • Contribute in identifying and coordinating potential resource mobilization initiatives and opportunities to widen and diversify investments in SRHR at field level.

5. Other tasks

  • Perform other tasks that may be assigned by the supervisor.


Duration, working schedule, fee basis:



Duration is for 6 months.  This is a full-time consultancy and the individual is expected to work with the team from Monday to Friday.

Monthly accomplishment report to be submitted at the end of each month detailing: a) Target Deliverables; b) Deliverables Achieved; and c) other Comments/Remarks



Monitoring and progress control, including reporting requirements, periodicity format and deadline:



The monthly accomplishment report described above will be prepared by the Consultant, reviewed, and verified and approved by the Head of Sub-Office



Supervisory arrangements: 



The SRH Analyst will work closely with the Cotabato Sub-Office and the Country Office SRH Unit. She/He will report directly to the Head of Sub-Office, with technical guidance from the Head of Programme and the National Programme Officer for SRH.



Expected travel:



In the performance of the scope of work, the SRH Analyst may be requested to travel as the need arises.



Required expertise, qualifications and competencies, including language requirements:



Qualifications and Experience 

Education:

Advanced degree in health sciences or public health, or any other relevant field of study  OR a first-level university degree (Bachelor) in the fields mentioned above, with at least two (2) years of qualifying experience, may be accepted in lieu of the advanced university degree

Knowledge and Experience: 

  • Previous work experience in Sexual and Reproductive Health is an asset
  • Previous humanitarian work experience is preferred
  • Prior experience in developing, implementing, and monitoring work plans is an advantage. 
  • Excellent interpersonal and communication skills 
  • Field experience is a strong asset.
  • Work experience in the BARMM or previous ARMM is an advantage

Languages: 

Fluency in English and Filipino is required. Working knowledge of local languages is desirable.
