Job Summary

The Cash Operations Clerk oversees cash collection processes, verifies financial transactions, and maintains precise financial records while ensuring adherence to accounting policies and internal controls. The role also contributes to budgeting, financial reporting, audit support, tax compliance, and continuous process improvements to optimize the efficiency and accuracy of cash management activities.

Duties and Responsibilities

  • Receive remitted cash and cash collection receipts from the cash dispatcher; in the dispatcher's absence, accept cash from the field collector.
  • Accurately sort, count, and verify large amounts of money received through various methods, including cash, checks, and electronic transfers.
  • Record and maintain detailed and accurate cash management documents such as daily trigger logs, bank CIV, and monitoring dashboards for eTap and ecPay, tracking both incoming and outgoing funds (e.g., bill payments, petty cash), ensuring compliance with accounting policies and standards.
  • Cross-check daily kiosk records from the eTap and ecPay monitoring dashboards against actual cash collected to confirm that physical cash matches the recorded amounts.
  • Report any discrepancies to immediate supervisors to maintain accuracy and adherence to accounting procedures and standards.
  • Assist supervisors by providing necessary documentation and support during audits.
  • Provide cash management assistance to other offices when additional manpower is required.
  • May be assigned special projects, such as managing e-Puhunan processes, requiring end-to-end completion within a set timeframe.
  • Handle and secure cash safely, ensuring proper storage and following internal control procedures.
  • Update and maintain the expense ledger by accurately recording all daily financial transactions according to standard KPIs.
  • Reconcile cash management transactions with bank deposit slips and daily expense accounts payable, ensuring alignment with accounting policies and standards.
  • Submit required financial data and reports to the Regional Finance Officer for monthly, quarterly, and annual financial statement preparations.
  • Consolidate cash management data manually to create daily reports for submission to the Regional Finance Supervisor.
  • Assist the Regional Finance Supervisor in preparing regional budgets, monitoring budget performance, forecasting, and providing monthly financial projections.
  • Track and report budget performance, identifying variances and recommending corrective measures.
  • Support internal and external audits by supplying requested documents and responding to audit inquiries.
  • Help prepare and file tax returns in compliance with relevant tax laws and regulations.
  • Maintain organized, secure financial records including invoices, receipts, and supporting documents in designated locked cabinets, ensuring easy access for audits and reviews.
  • Identify and implement improvements to cash management systems and processes.
  • Adhere to eTap's safety, security, and information security protocols.
  • Perform other related duties as assigned.

Job Qualifications

  • Bachelor's degree in Accountancy or Financial Management.
  • Minimum of 1 year of experience in cash handling, preparing financial records, and managing financial transactions.
