MAIN PURPOSE OF THE JOB:

The Project Engineer (Project-Based) serves as the primary technical representative for the Project Owner, overseeing external contractors and third-party service providers through the Construction, and Post-Construction phases. The role ensures that project goals regarding Time, Cost, and Quality are met and that external providers adhere to their contractual scope while bridging gaps in areas excluded from third-party contracts (such as permitting and design coordination).

DUTIES AND RESPONSIBILITIES:

Technical Engineering & Quality Control

  • Review and validate construction blueprints, technical drawings, and specifications to ensure accuracy and feasibility before and during execution.
  • Conduct regular technical site inspections to monitor progress, structural integrity, and quality of work against approved plans.
  • Provide technical solutions to complex on-site construction problems and resolve engineering discrepancies to avoid project delays.
  • Review and validate Value Engineering suggestions and alternative strategies proposed by contractors.

Contractor Oversight & Project Management

  • Act as the technical liaison between the Project Owner and third-party contractors, ensuring alignment on project goals.
  • Represent the Project Owner in weekly "Construction Coordination Meetings" and "Project Alignment Meetings" with contractors and design consultants.
  • Track, monitor, and report on project deviations, enforcing adherence to standards and specifications.
  • Evaluate billings and performance of suppliers, contractors, and design consultants prior to management approval.
  • Oversee supplier and contractor mobilization and ensure proper project status reviews are conducted.

Project Documentation

  • Manage project documentation, including technical reports, engineering change orders, timesheets, and safety records.
  • Supervise the closeout process, ensuring punchlisting, testing & commissioning, and handover documentation are complete.

MINIMUM QUALIFICATIONS:

  • Bachelor's degree in Civil Engineering, Architecture, or Construction Management.
  • Professional License (Registered Civil Engineer or Licensed Architect) is required.
  • Minimum of 3-5 years of relevant work experience in construction project management or site supervision. Experience in managing third-party general contractors is highly desirable.
  • Proficiency in AutoCAD, project management tools (e.g., MS Project), and MS Office (or Google Suite). Solid understanding of local building codes, permitting processes, and HSE (Health, Safety, and Environment) regulations.
  • Strong technical evaluation capabilities, excellent negotiation and communication skills for liaison duties, and the ability to interpret complex technical drawings and contracts.
  • The incumbent will be under 5 months project-based contract
