Nutrition International is looking for a Gender Equality Advisor to provide technical leadership for the gender equality aspects of an ambitious project that aims to improve the health and nutritional well-being of pregnant women and children under five by addressing determinants of stunting in children in four provinces in the Philippines.

Overall Purpose/Broad Function:

Under the supervision of the Project Director, and in close collaboration with the Senior Gender Equality Specialist based in Ottawa, the GE Advisor will develop and implement the project's Gender Equality strategy, providing leadership and technical assistance to the project team, field teams, project partners including national and local government health ministries, women's rights organizations and civil society organizations. The GE Advisor will be the thematic specialist on all gender equality components of the project and will be responsible for providing best practices and a context-adapted approach for gender responsive actions and activities in a context of health services strengthening and delivery for pregnant women and children under five. The position's primary role is to ensure that gender considerations are fully integrated in planning, design, reporting and implementation of the project to ensure compliance with donor and government expectations and achieve project goals.

Key Duties and Responsibilities:

4.1 Program implementation

·       Provide gender technical support for research and project evaluation activities during the start-up phase, including baseline, gender and human rights analysis and barrier analysis to inform project implementation

·       Develop and lead on implementation of a Project Gender Equality Strategy in consultation with the project team including approaches to address challenges identified through the studies

·       Conduct capacity needs assessment on GE for project staff and partners (at local, and national level) and organize training and follow-up sessions as required

·       Develop a gender checklist and other tools, ensuring that adequate training and guidance is provided to support project staff to mainstream gender within all project activities.

·       Lead in the development of relevant, effective, and high impact gender equality programming including, standards and guidelines, male engagement strategies which are aligned with existing community structures, government programs and plans

·       Monitor activities to ensure an inclusive approach and consistency with GE principles, program standards and theory of change.

·       Lead in the identification, selection and management of consultants or partnership needed with specific attention to local women's rights focused civil society organizations (WROs)

·       Facilitate relationships between WROs, civil society organizations, and government partners (local and national level)

·       Actively participate in and support project team to ensure gender integration during planning workshops and meetings

4.2 Project Compliance and Quality assurance of deliverables related to gender equality

·       Provide quality assurance on gender components within project planning and reporting documentation as required.

·       Provide technical guidance and feedback on gender-responsive nutrition action plans, social and behaviour change strategies, SSNP and cash transfer program, and other project deliverables

·       Ensure gender responsiveness within communication and awareness raising materials

·       Ensure application of do no harm and safeguarding principles throughout the project

·       Ensure application of feminist MEAL principles and other donor/government requirements

4.3 Program Monitoring, Data and Learning

·       Ensure gender equality is integrated in the project MEAL plan and system and support project staff and partners to monitor the progress on gender equality and women's empowerment across all the project interventions

·       Work closely with MDL team to monitor and report on gender equality outcomes and indicators and fill gender data gaps. Support the development of gendered indicators and tools and processes to collect data.

·       Review key findings from project monitoring and research reports to distill evidence on gender equality and stunting

·       Lead in writing gender specific sections of project reports and ensure consistent integration of gender throughout reporting process.

4.4 Advocacy, Knowledge Management, and best practice dissemination

·       Coordinate internal Gender Technical working group (including relevant gender focal points from partner organizations)

·       Stay abreast of and contribute to the latest knowledge/best practice of emerging issues related to gender equality within stunting prevention and child survival programs

·       Develop knowledge translation and learning products to showcase progress on gender equality, women's empowerment and share learning with implementing partners, government, and communities

·       Share best practices and learning on gender equality in stunting prevention and child survival programming with other NI projects

·       Convene and support workshops on gender-responsive nutrition policy and programming

Other duties and responsibilities may be required.

Education/Professional Designations/Experience:


• Postgraduate level degree in gender/women's studies with a focus on one of child health, nutrition, public health, or international development with experience and training in gender and development


• Minimum 7-10 years of experience with NGOs, UN agencies, and/or other service providers in a GE Advisory or technical role supporting public health, and/or nutrition related programs within the Philippines


• Proven ability to develop partnerships between civil society organizations and government at local and national levels, including WROs and the Philippines Commission on Women.


• Demonstrated ability to think strategically and translate planning into practice


• Experience with results-based management and mainstreaming gender in the development and implementation of new programs


• Experience using various gender analysis frameworks and developing tools to implement gender responsive programming.


• Specific experience working in and/or knowledge of stunting prevention, child health and maternal nutrition programming in the Philippines an advantage.


• Able to work as part of multi-cultural global team in a dynamic and growing organization


• Experience using participatory methodologies in training and capacity building


• Proficiency in Microsoft Word, Excel, PowerPoint

Language Skills


• Superior communications skills (oral and written) including good technical writing and presentation skills


•     Fluency in English - both reading and writing – is essential


• Fluency in Tagalog and/or one of the local languages is essential

Travel Requirements

· Up to 20% travel within the target provinces will be required

· The role holder will be expected to adapt a flexible approach to working hours in order to accommodate calls with colleagues in New Delhi, Ottawa, and other locations.

Other Specific Skill Requirements:


• Ability to engage on culturally sensitive issues within gender equality programming and apply a non-judgmental approach


• Experience with qualitative research methods


• Experience in supporting gender responsive MEAL
