I. BACKGROUND

Clean Air Asia is one of the implementing partners ("Project Consortium") of the Accelerating the Adoption and Scale-up of Electric Mobility for Low-Carbon City Development in the Philippines or "e-mobility ASAP" Project, a significant initiative funded by the Global Environment Facility (GEF) and implemented by the United Nations Industrial Development Organization (UNIDO), the Department of Trade and Industry (DTI) and the Philippine Board of Investments (BOI).

The Project is looking for a Transport Survey Data Collection Service Provider to validate the feasibility on various Public Utility Vehicle (PUV) routes for potential shift to electric PUVs. This initiative aims to understand the performance of public transportation routes and ensure their profitability as a basis for a profit-sharing business model that will be explored by the e-mobility ASAP Project.

Ii. Job Purpose

The Transport Survey Data Collection Service Provider will collect relevant information on various e-PUV routes (e.g. passenger demand, average revenue, operational data). This initiative aims to verify the route's revenue generation, as well as assessing the appropriate fleet sizing for e-PUV operations in order to support TSEs and e-PUV suppliers in the profit-sharing business model deployment.

Iii. Responsibilities And Scope Of Work

The Transport Survey Data Collection Service Provider is responsible for data gathering on identified potential e-PUV routes within the Philippines.

Under The Direct Supervision Of The Project Coordinator, And In Collaboration With The Electric Vehicle Deployment Researcher Of Clean Air Asia, The Transport Survey Data Collection Service Provider Will Undertake The Following Tasks

Route mapping. Develop three (3) route maps showing route structure, terminals, and key loading points/control points.
Service and trip characteristics. Document operating hours, headway/frequency, typical trip times, and average speed
Passenger demand surveys. Conduct on-board boarding/alighting surveys and license plate surveys (both directions) to estimate passengers per trip, trips per day, and number of PUV units plying the route. Survey characteristics should include the following:
Surveyors should use an applicable B/A mobile application for better data consolidation
One (1) surveyor per PUV per direction (if applicable)
One (1) traffic count (PUV specific) surveyor per direction
Survey should cover whole day operating hours, as applicable
Survey period should cover two (2) weekdays and one (1) weekend
Survey should be simultaneously conducted in three (3) different routes across Metro Manila, as determined by the e-mobility ASAP Project team.
Revenue estimation. Estimate potential daily ridership and daily revenue per route using observed demand and observed fare paid
Data processing and reporting. Clean and consolidate datasets; produce a short report with route maps, key indicators, and daily revenue estimates.
Responsibilities

The Transport Survey Data Collection Service Provider will be responsible for the materials and equipment necessary to complete the scope of work. The duration of the work is estimated to be 15 days. The indicative timeline of activities is as follows:

Iv. Eligibility Requirements And Criteria

The Service Provider should demonstrate:

Proven experience in conducting transport surveys and data collection projects, preferably in the field of sustainable transportation or public transport systems.
Expertise in utilizing advanced technology, such as GPS and data validation techniques, for accurate data gathering and analysis.
Strong track record of delivering high-quality reports and recommendations that have contributed to informed decision-making in transportation planning and policy.
Knowledge and understanding of relevant regulations, standards, and best practices in the transportation sector, particularly regarding vehicle performance and operational efficiency.
V. PAYMENT TERMS AND SCHEDULE

This contract is for a maximum amount of PhP 265,000.00 gross of applicable taxes. Financial quotations should be within this ceiling.

Payments Will Be Made Based On The Following Schedule

Up to 40% - Mobilization payment upon approval of survey plan and inception report

Up to 30% – Upon approval of data analysis and report
