About the Role

The Senior Education Specialist will be responsible for leading the formulation and articulation of policy and strategies in the education sector across developing member countries. This includes identifying, developing, processing, implementing, and administering loans, grants, and technical assistance projects, as well as providing technical support and knowledge to relevant stakeholders.

Key Responsibilities
  • Lead the processing and administering of subregional and country-specific loan, grant, and technical assistance projects in the education sector, with due attention to country development policies and project sustainability.
  • Engage in policy dialogue with government officials and development partners in the education sector, focusing on strengthening resilience, enhancing skills for a low-carbon economy, boosting private sector development, and optimizing digital technologies for education.
  • Collaborate with other sector offices and departments within ADB to propose integrated solutions responding to country needs.
  • Work closely with regional departments, resident missions, and other departments to identify, develop, implement, and administer loans, grants, and technical assistance for the education sector, including conceptualizing new lending projects and programs.
  • Continuously assess education sector policies, strategies, and programs to ensure comparability to international best practices, smart solutions, and technological advances, while being responsive to country development needs.
Requirements
  • A Master's degree or equivalent in education, economics, sociology, international development, or a related field, or a University degree with at least 5 years of specialized experience relevant to the position may be considered in lieu of a Master's degree.
  • At least 10 years of relevant professional experience in education, including project preparation and administration, practical knowledge, and experience in integrating financial, economic, social, institutional, and safeguard requirements and issues into project design and execution.
  • Two years of relevant experience outside ADB within the past five years is required; experience as an ADB-engaged consultant or contractor counts towards this requirement.
  • Broad experience in preparing investment projects and analyzing relevant development policies, including knowledge of procurement and consultant recruitment.
  • Strong managerial skills and experience leading professionals, teams, and missions for technical matters, projects, and decisions in education sector management.
  • Deep knowledge of human and social development issues in Asia and the Pacific, with significant expertise within a specific area of ADB's operations or range across multiple areas with in-depth knowledge in one area.
  • Excellent written and verbal proficiency in English.
  • International experience working in several countries.
