Job Title: Site Construction Manager

This role is responsible for overseeing the construction process of a project, ensuring it is completed on time, within budget, and to the required quality standards.

• HSSE Management: The successful candidate will be responsible for maintaining a safe working environment on site, adhering to all health, safety, and environmental regulations.
• Site Safety Compliance: This includes monitoring subcontractor workers' compliance with site safety protocols and conducting regular meetings to address any concerns.
• Project Coordination: The Site Construction Manager will be responsible for managing design reviews, construction monitoring, equipment procurement, and deliveries in coordination with the OE and EPC contractor.
• Quality Management: Implement Project Company's Quality Management principles, focusing on ITP and expediting policies.
• Site Quality Supervision: Oversee quality engineers on the EPC contractors' site construction works and issue non-compliance reports as needed.
• Progress Review Meetings: Conduct regular progress review meetings with the EPC contractor, emphasizing critical path catch-up plans for activities behind schedule.
• Reporting: Prepare regular reports on site construction progress, site quality, and HSSE with support from the site supervision team.
• Design Review Methodology: Participate in engineering weekly review meetings and ensure a proper design review methodology is implemented according to Project's engineering development.
• Regulatory Compliance: Coordinate with regulatory offices, LGUs, and other concerned agencies for project permitting and technical compliances.
• Utility Coordination: Schedule works inside utility premises and coordinate system interface requirements with utilities (NGCP/distribution utility/electric cooperative).
• Contract Change Control: Review contract changes and coordinate the change control process, maintaining records of all changes and required approvals.
• Commissioning & Testing: Review commissioning and testing procedures prepared by the EPC Contractor in compliance with NGCP/PGC standards.
• Punch Points List: Prepare punch points list and supervise performance guarantee tests.
• As-Built Drawings: Ensure timely delivery of as-built drawings by the EPC Contractor.
• Maintenance Procedure: Oversee completion of maintenance procedure instruction, systems demonstration, and proper delivery of Operating Manuals.
• Construction Monitoring: Monitor and control construction works and related tasks, ensuring the project is finalized according to cost, quality, scope, and schedule requirements.
• Geotechnical Survey: Plan, coordinate with contractors, and review geotechnical survey campaigns and other early works activities.
• Jr. Staff Development: Mentor, supervise, and develop junior staff.

Pre-requisites:

• Bachelor's Degree in Electrical or Civil Engineering, licensed EE/CE
• More than 10 years as Project Engineer or Project Manager
• Construction Management experience, knowledgeable on QA/QC/HSSE, solar project construction
• Thorough understanding of construction-related permitting, QA/QC/HSSE plan
• Proficiency with construction monitoring tools and computer software (i.e., MS Project, Primavera)
• EPC or OE experience on solar project is a plus
• Preferably knowledgeable on renewable energy systems
