I. POSITION SUMMARY
The Plant Supervisor is responsible for the overall opera ons and management of the PASSI Palawan
branch, which specializes in the transporta on, treatment, storage, and disposal (TSD) of hazardous
waste. The facility is equipped with cri cal assets such as boilers with autoclave, refrigerated trucks,
and standby generators.
In addi on to plant opera ons, the Supervisor will serve as the branch’s accredited Pollu on Control
Officer (PCO), ensuring compliance with all environmental laws, permits, and DENR-EMB repor ng
requirements. The role combines technical leadership, regulatory exper se, safety enforcement, and
administra ve oversight.
II. KEY DUTIES & RESPONSIBILITIES
A. OPERATIONS MANAGEMENT
 Manpower & Resource Management: Strategically allocate manpower across plant
opera ons to opmize efficiency and ensure a smooth workflow.
 Budget & Expense Oversight: Manage the plant’s opera onal budget, monitor daily
expenses, and oversee repair and maintenance costs.
 Preven ve Maintenance & Documenta on: Lead the planning, execu on, and
documenta on of preven ve maintenance programs to ensure equipment reliability and
uninterrupted opera ons.
 Asset & Consumable Management: Oversee the safekeeping, tracking, and opmal
u liza on of company assets and plant resources.
 Performance Monitoring & Repor ng: Monitor daily opera ons, track plant KPIs, and
prepare weekly and monthly performance reports for management review.
 Opera onal Control & Issue Resolu on: Iden fy and address opera onal devia ons,
document issues, and coordinate with management for prompt resolu on.
 Stakeholder Coordina on: Collaborate with finance, purchasing, HR, logis cs, and other
departments to ensure smooth and compliant plant opera ons.
 Payroll & Billing Administra on: Ensure mely prepara on and submission of payroll, billing,
and related documenta on in coordina on with support departments.
B. POLLUTION CONTROL OFFICER (PCO) FUNCTIONS
 Regulatory Compliance & Environmental Monitoring:
o Ensure full compliance with EMB environmental laws (e.g., RA 6969, DAO 2013-22)
and the plant’s Environmental Compliance Cer ficate (ECC) condi ons.
o Serve as liaison with DENR-EMB, LGUs, and other regulatory agencies during
inspec ons, audits, and repor ng.
 Mandatory Repor ng & Documenta on:
o Prepare and submit reports such as the Self-Monitoring Report (SMR), Compliance
Monitoring Report (CMR), Hazardous Waste Report, and CEMS Reports (if
applicable).
o Maintain organized records of all environmental permits, monitoring data, and
regulatory correspondence.
 Environmental Management & Waste Handling:
o Oversee the proper segrega on, treatment, and disposal of hazardous waste in line
with company SOPs and DENR guidelines.
o Monitor facility discharges (e.g., wastewater, air emissions), arrange third-party
sampling, and interpret results.
 Pollu on Preven on & Program Implementa on:
o Develop and implement pollu on control strategies and waste minimiza on
programs.
o Promote con nuous improvement in environmental performance.
 Training & Internal Communica on:
o Conduct staff awareness sessions on environmental compliance, waste handling, and
safety procedures.
o A end PCO accredita on trainings and maintain ac ve status as an accredited PCO.
C. SAFETY & RISK MANAGEMENT
 Workplace Safety & Incident Preven on:
o Enforce strict adherence to occupa onal safety and health standards.
o Serve as the plant's designated Safety Officer ensuring compliance with DOLE
requirements.
o Conduct safety inspec ons, risk assessments, and emergency response drills.
III. QUALIFICATIONS
 Educa on: Bachelor’s degree in Environmental Science, Chemical or Mechanical Engineering,
Industrial Technology, or any related technical field.
 Experience: Minimum of 2 years of experience in a related technical or opera onal field.
Prior experience in hazardous waste management, plant supervision, or environmental
compliance is not required but will be considered an advantage.
 Skills & Knowledge:
o Strong leadership, problem-solving, and organiza onal skills.
o Capable of managing opera ons, supervising teams, and handling technical
documenta on.
o Willingness to undergo DENR-EMB-accredited Pollu on Control Officer (PCO)
training upon hiring.
o Able to learn and apply environmental compliance requirements and company
procedures.
o Proficient in Microso Office (Word, Excel, PowerPoint) and report prepara on.
o Good communica on skills and ability to coordinate with internal departments and
external stakeholders.
