What's The Role

The Terminal Operations Supervisor (TOS) oversees the day-to-day operations in the terminal ensuring safe, compliant and efficient terminal operations as well as well-maintained, fit-for-purpose assets.

What You'll Be Doing
  1. Provide oversight on day-to-day tasks in the terminal covering product handling activities, maintenance, permit to work, management of change, emergency response, tank operations, testing and sampling, inventory management, and other operational activities.
  2. Be actively involved in the implementation of operational standards on-site (e.g. Terminal Operations Manual, HSSE & SP Control Framework, T&S Asset Management System).
  3. Develop and establish site-specific local operating procedures for site safety critical tasks.
  4. Supervise product handling activities on site. Perform product handling activities required on-site (vessel/truck/rail/pipeline receipt and/or delivery) according to defined local operating procedures.
  5. Act as Shore Officer where required ensuring safe vessel loading or unloading activities.
  6. Supervise execution of the maintenance plan for the site. Conduct surveillance inspections. Ensure corrective actions are implemented. Ensure maintenance of HSSE critical equipment. Ensure quality and timely execution of the Reliability and Integrity Program for the site.
  7. Supervise Permit to Work activities for non-routine activities on site ensuring compliance to Permit to Work procedures. Perform PI/LPI roles as required.
  8. Supervise execution of approved changes on site ensuring compliance to the approved MOC.
  9. Supervise testing of emergency response preparedness. In the event of an emergency, perform role defined in the Emergency Response Team. Notify Terminal Manager of potential crisis situations.
  10. Supervise tank operations activities ensuring requirements for safe operations are implemented. Ensure tank to tank transfers follow TOM requirements for inter-tank transfers. Ensure pump and run operations are assessed and approved by SMEs and procedure documented.
  11. Supervise testing and sampling activities to ensure quality product is issued from the terminal.
  12. Supervise inventory management for the site ensuring end-of-day reports are prepared and inventory reports are submitted to stocks reconcilers.
  13. Conduct daily terminal operator rounds and shift handovers.
  14. Lead safety discussions on-site. Arrange for/Conduct safety talks, toolbox meetings and sharing/learning from incidents.
  15. Supervise all other operational activities on site. Support the Terminal Manager in ensuring that key issues in terminal operations are identified and action plans are developed.
  16. Provide training for terminal operations staff (TOs, TOAs) in performing their duties.
  17. Actively participate in planning of own work and contribute to development of team priorities. Take personal accountability for delivery of outcomes and understand impact to bottom line.
  18. Demonstrate care and inclusive and collaborative behaviors to drive sustained business performance.
  19. Model generative HSSE culture behaviors and promote this within site contractors. Drive Shell's commitment of no harm to people and to protect the environment. Demonstrate visible and felt safety leadership through measurable actions. Provide support to site contractors in their safety programs.
  20. Understand safety and compliance risks in own activities and commit to acting safely and ethically.
  21. Build trust and maintain excellent working relationships with internal and external stakeholders (e.g. internal partners, third party operators, suppliers, local authorities, government agencies, etc.).
Special Challenges
  1. The role is expected to be on call 24/7 as part of emergency response. Demonstrated Resiliency is a must to handle the stress related to the day-to-day terminal operations and people management.
  2. The role coordinates all operational activities in the terminal. Ability to ensure proper work prioritization is a must.
  3. In most terminals, delivery of the work is via contractors. Ability to deliver through others is required skill in this role.
What You Bring
Experience and Qualifications Required
  1. Recently graduated from a recognised University or with less than one year work experience.
  2. Engineering background is preferred.
  3. Possesses strong interpersonal skills and leadership presence.
  4. Must be proactive, well organized, and able to work independently.
  5. Good communicator with strong oral and written communication skills.
Location Details and Other Special Considerations
  1. Location varies. TOS will be based in terminals. Must be willing to be assigned anywhere in the Philippines.
