Responsible for managing the financial health of a construction project, ensuring that all costs are tracked accurately, and that payments are made on time. Their role supports project managers in maintaining financial control and meeting project deadlines while ensuring alignment to company policies, contractual agreements, and industry standards.

Cost Analysis and Monitoring

  1. Performs Three-way matching

Match PO to Receiving Report - Confirm that the materials, equipment, or services invoiced were received as documented in the receiving report. Check that the quantities and descriptions match.

Match Receiving Report to Invoice - Confirm that the items or services received match the quantities and rates on the invoice. Verify that only the items delivered (or services rendered) are invoiced. Ensures that owner supplied materials (OSMs) are fully delivered onsite.

Match PO to Invoice - Ensure that the pricing, quantities, and terms in the invoice align with the details in the purchase order. Any discrepancies should be noted and resolved with the contractor.

  1. Seeks approval from relevant project managers, stakeholders, or supervisors before processing the payment according to the matrix of authority.
  2. Keeps detailed records of the matched documents (PO, receiving report, and invoice) for audit purposes. Ensure all communication related to the invoice and payment is properly documented.
  3. Regularly analyzes costs incurred and compare them to the budget to identify areas where costs can be reduced or optimized.
  4. Identify potential financial risks to the project and propose solutions to mitigate them, such as cash flow issues, cost overruns, or unforeseen project delays.
  5. Ensures payments are made according to the agreed payment terms (based on the contract / purchase order).
  6. Endorses and vouches on Internal Order Memos before routing it to the appropriate signatories
  7. Reconcile open POs / GR IRs
  8. Ensure full compliance to insurance and surety bonds policy most especially tracking expiry and renewals.
  9. Ensures Percentage of completion reports (POC) are updated and submitted to head office accounting

Recoupment and Retainage Management:

  1. Cross-check suppliers payments against down payment / advances released to ensure that the recoupment is happening according to plan.
  2. Monitor any retainage as part of contracts and ensure it is released appropriately when milestones or project completion requirements are met.
  3. Reviews back charges and ensures that it has been properly deducted in the succeeding billings

Coordination with Project Team

  1. Provide financial insights and support to project managers to ensure the project stays within budget and deadlines.
  2. Communicate regularly with both internal and external stakeholders (contractors, suppliers, clients) regarding financial issues or changes.
  3. Work with the company's finance department to ensure that financial practices are consistent across all projects and adhere to company standards and accounting policies.

Qualifications

  • Finance / Accounting or related course
  • With 3 years of experience in Construction Accounting
  • Literate in SAP
  • Has experience in handling AP, Cash Flow and Project Monitoring
