The Organizational and Learning Development Officer will play a significant role in providing support to the Human Resources and Admin Department in the planning, development, and execution of organizational effectiveness initiatives of the Company that will connect the employees with its strategic goals and objectives, such as but not limited to competency development, policy and process review, performance management, change management, and succession planning.

Duties and Responsibilities:
  1. Career Development Planning:
    Identifies and evaluates employees' learning and development needs based on the organization's competency framework, discussing the findings with the Immediate Superior and the Employee.
    Designs a competency-based learning and development curriculum.
    Creates career paths for career development per position.
    Develop and implement competency framework for existing and new roles.
  2. Organizational Development and Change:
    Conducts job analysis and evaluation through self-report questionnaires, structured interviews, and other tools to ensure employee job descriptions remain accurate and up-to-date in response to changes in positions or operations.
    Recommends Organizational and Learning Development policies and initiatives and implements programs.
    Conducting comprehensive assessments of organizational health, including structure, processes, and workforce dynamics to identify improvement opportunities.
    Leading or supporting large-scale change initiatives, ensuring smooth transitions and minimizing resistance by engaging employees and stakeholders at all levels.
    Support compensation program management thru gathering and presenting of relevant data.
    Utilize data and metrics to evaluate the effectiveness of OD initiatives and make data-driven recommendations. Provide regular reports on organizational development initiatives and their impact on company performance.
  3. Performance Management:
    Implements the Company's Performance Management System, covering all stages from goal setting and employee input to performance monitoring, evaluation, feedback, and reinforcement.
    Ensure compliance of PMS across all functions for both probationary and regular employees.
    Tracks employees eligible for regularization to ensure timely issuance of regularization or non-regularization notices based on performance evaluation results.
    Monitors employees enrolled in performance improvement plans due to unmet performance standards, ensuring collaborative goal setting with their superiors and implementing necessary support activities.
    Prepares Performance Appraisal Review Reports, identifying key factors that may significantly impact individual and team performance.
    Reviews the effectiveness of the Company's existing Performance Management System and recommends improvements as needed.
Job Requirements:
  1. College Degree – BS/BA in Human Resource Management, Psychology, Business Administration or relevant field.
  2. Must have a minimum of three (3) years of functional experience in organization development.
  3. Must have comprehensive knowledge of the following:
    - Career Development and Planning
    - Organizational Development and Change Management
    - Performance Management
  4. Must have a strong understanding of organizational development principles and best practices.
  5. Must be knowledgeable in using MS Office Applications, and Google Suite.
  6. Must have good oral and written communication skills.
  7. Must have strong analytical and critical thinking skills.
  8. Must have good presentation skills.
  9. Must have good project management skills.
  10. Must have the ability to analyze complex problems affecting organizational efficiency and develop data-driven solutions.
  11. Must have the ability to effectively engage and collaborate with employees at all levels of the organization.
  12. Must have the ability to work under pressure and for extended working hours (if necessary).
  13. Must have the ability to manage deliverables and accomplish tasks in a timely manner.
