Organizational Setting and Reporting Relationship

The position of Senior Operations Specialist is assigned to the Office of Director General (CWOD) within the Central and West Department (CWRD). You will be based at our ADB Headquarters, Manila to work on potential ADB program in Turkiye upon hiring and may be outposted in the future.

You will report to Senior Advisor, CWOD. You may supervise junior team members.

Your Role

As a Senior Operations Specialist, you will provide support to the Senior Advisor, CWOD, in leading the planning, implementation and supervision of vision, goals, strategies, and work plan in support of overall ADB goals and ensure that the relevance, effectiveness, and impact of potential ADB Operations in Turkiye is maximized.

You Will

  • Conduct situational analyses and needs assessments to inform program design and strategy development. Contribute to the development of long-term strategies and plans for country partnership, aligning them with organizational goals and priorities.
  • Support development and implementation of interim country partnership strategy and/or country partnership strategy.
  • Lead the country programing exercise, including development and implementation of country assistance programs aligned with CPS objectives and country priorities. Ensure efficient allocation of resources to achieve program goals.
  • Coordinate with relevant departments and offices to design, plan, and monitor program activities, ensuring timely and effective execution. Monitor and evaluate program performance, providing regular reports and recommendations for improvement.
  • Build and maintain strong relationships with key stakeholders, including government agencies, donors, NGOs, and community organizations. Facilitate communication and collaboration internally with relevant departments and offices and externally with development partners and other stakeholders.
  • Represent the organization at national and international forums, advocating for the country program and fostering partnerships.
  • Identify capacity-building needs and develop training programs to enhance the skills and knowledge of country office staff and government key stakeholders.
  • Provide technical assistance and mentorship to country teams, ensuring the adoption of best practices and innovative approaches.

You Will Need
  • Master's degree in economics, finance, engineering, or other related specialized fields. University degree and at least 5 years specialized experience relevant to the position can be considered.
  • At least 10 years of progressive experience in program management, preferably in an international development context
  • International experience working in several countries; experience in Central and West Asia region, and in particular, Turkiye, will be an advantage.
  • Proven experience in managing complex, multi-stakeholder programs and initiatives.
  • Demonstrated leadership and management skills with the ability to inspire and motivate teams.
  • Ability to engage stakeholders at all levels and foster professional relations within and across teams in diverse work environment.
  • Analytical and strategic thinking skills, with the ability to develop and implement effective solutions.
  • Adaptability and resilience in the face of challenges and changing priorities.
  • Strong cultural sensitivity and ability to work in diverse environments.
  • Proficiency in verbal and written communication skills in English; proficiency in additional languages will be an advantage.
