The HR Officer will assist in HR Management to support hiring staff, including orientation of new staff and separation of staff as per Jhpiego policy and procedures. Establish specific HR objectives for the country office to ensure that HR policy/procedures and standards are met. S/he will support in the development and implementation of HR policies and practices for all of Jhpiego, Philippines. S/he ensures that Jhpiego's HR policies are compatible with Jhpiego's HR Global standards, policies and practices, Philippine Labor Law, and the terms and conditions of Jhpiego's awards. Guides Jhpiego staff in the interpretation of HR policies ensuring the integrity and effective performance of all human resources operations.
ResponsibilitiesThe Human Resources Officer will be responsible for providing all relevant support for HR functions as per Jhpiego policies and programs for the Philippines Country Office. This includes hiring and orientation of new staff, developing, implementing, and managing HR processes and procedures in accordance with Jhpiego policy and standards. The HR Officer will also manage staff recruitment and performance evaluation processes of the country office. Details are as follows:
- Analyze the country's HR needs and establish specific HR objectives for the country office to ensure that HR policy/procedures and standards are met.
- Ensure country level management team members are well versed on country-related HR policies and that policies are implemented consistently and advise the Head of Finance and Operations and Country Lead on all HR related issues.
- Review salary and benefits policies for local nationals to ensure that the organization is able to attract and retain highly skilled staff and coordinate the annual merit review process.
- Register and update employment benefits (such as health insurance and life insurance).
- Work closely with employees' supervisors for Staff Performance Evaluation (CPM) and coordinate with supervisors for necessary actions (salary increase, promotions, reassignments, and separation of employees).
- Process consultant contracts, including rate negotiation.
- Review and update Jhpiego HR Policies, as needed. Coordinate with HR business partners, Asia (GHR) for any changes and updates, including local legal partners to ensure Jhpiego policies are in accordance with the Labor Code of the Philippines.
- Provide guidance to the Head of Finance and Country Lead (CPM) on all local compensation related issues.
- Organize, lead, and document post-interview debrief/feedback with interview panelists and perform detailed reference checking and/or reference analyses on selected candidates and review results with hiring managers.
- Ensure recruiting and hiring practices comply with government regulations and organizational policies and regularly evaluate recruitment strategies for individual positions to ensure that appropriate candidates are being selected.
- Coordinate on-boarding with other departments to support the learning process of new employees, ensure all new staff are trained on compliance procedures and processes.
- Conduct follow-up with new staff to ensure adaptation and identify problem areas and work closely with Supervisors to address issues affecting new staff.
- Develop and maintain a healthy employee relations environment providing staff a venue to discuss their work-related problems and concerns, advise and assist staff with disciplinary and grievance issues and mediate in staff conflict situations.
- Ensure that employee files are complete and all required documentation is maintained in a confidential and secure manner. Ensure that GHR receives new employee documentation in a timely fashion.
- Document staff on JEMS HR system including; complete staff records and enter real-time updates when statuses change; timely approval of staff leaves; and timely submission of monthly timesheets.
- Maintain HR Personnel Files (hard files and soft-copy).
- Ensure that 90-day probationary reviews are conducted appropriately.
- Coordinate all exit procedures for staff leaving Jhpiego.
- Coordinate with GHR during salary review and attend to consultant's requests during the review.
- Ensure the safety of team members from any harm, abuse, neglect, harassment, and exploitation to achieve the program's goals on safeguarding implementation. Act as a key source of support, guidance, and expertise on safeguarding for establishing a safe working environment.
- Practice, promote, and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
- Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
- Any other responsibilities given by the supervisor.
• Bachelor's degree in Human Resource, Business Administration, or related field;
• Minimum 5 years working experience in HR administration;
• In-depth understanding of Philippine Labor Law;
• Computer skills (including MS Word, Excel, PowerPoint).
• Masters in Human Resource Management.
• PMAP, SHRM, PGHRM, or any other relevant HR-focused certification will get preference.
• Previous experience with Jhpiego or INGO-funded projects would be an advantage.
