Organizational Setting and Reporting Relationship

The position is assigned to the Digital for Development Operations Division (ITOP) within the Information Technology Department (ITD). ITD enables ADB's digital agenda and supports the Bank's global operations. The department delivers digital innovation, IT infrastructure, services and solutions, and provides tools and knowledge platforms.

ITOP provides digital solutions to support development operations, regional departments, resident missions, sectors and thematic knowledge management and market solution development.

You will be based at our Headquarters in Manila, Philippines. You will report to Director General, ITD and will oversee Assigned International and Local Staff.

Your Role

As Director of Digital for Development Operations Division (ITOP), you will define the software development strategy and ensure it aligns with the priorities of development operations, regional departments, resident missions, sector and thematic knowledge management, and market solution development.

You will anticipate the impact of external technological developments on ADB's software/application architecture and strategy and ensure that the software development strategy and processes keep pace with technological evolution, the latest data protection, and cybersecurity practices and guidelines.

You will maintain oversight on the ADB's software deployment strategy, facilitate the seamless integration of software, and oversee the translation of requirements to software development projects. You will also evaluate viability of recommended changes in software development methodologies, processes, and standards for implementation.

You will manage the evolution of technology platforms and will ensure that it aligns with the organizational needs. You will monitor its use and support its governance processes. You will lead the development of solutions and products, in collaboration with product leads. You will oversee development teams and promote modern software development methodologies, including Agile, DevOps, test automation, and CI/CD (Continuous Integration/Continuous Delivery). You will also standardize product setup and data model for efficient reporting and integration.

You will:

- Plan and manage the entire product portfolio to ensure it aligns with corporate priorities.
- Lead a product management team and define and align the vision, strategy, and product roadmap.
- Present visionary innovations and strategic decision proposals.
- Lead the team through the ideation, technical development, and launch of products.
- Lead product development for operations and knowledge management.
- Establish a shared vision across the division by building agreement on priorities leading to product execution.
- Integrate usability studies, research, and market analysis into product requirements to enhance user satisfaction.
- Define and analyze metrics to measure the success of products.
- Maximize efficiency in a constantly evolving environment where the process is fluid and creative solutions are the norm.
- Manage multiple products, scale teams, and ensure we are healthy, and set up for success by establishing clear and measurable goals.
- Identify and initiate opportunities for new projects or focus areas.
- Explore latest technologies to Identify innovation opportunities following ADB's priorities.

Qualifications

You will need:

- Master's Degree, or equivalent, in Management Information Systems, Computer Science, Business Administration, Accounting, or related areas; or University degree and at least 10 years specialized experience relevant to the position can be considered.
- At least 15 years work experience implementing large-scale IT programs, of which 10 years must have been in team leadership on relatively big systems implementation projects.
- Experience in Product Management or Product Design.
- International experience working in several countries.
- Familiarity with software development lifecycle (SDLC) and Agile methodologies, DevOps, CI/CD (Continuous Integration/Continuous Delivery), and testing/quality assurance.
- Experience in IT service management processes.
- Broad knowledge of current and upcoming technologies, technology directions, and strategic applications to business needs.
- Familiarity with strategic agenda, resource planning, and related policy architecture of multilateral banks.
- Experience working in a team setting, is proficient in leading Agile development teams, and is familiar with the relevant platforms and embedded systems on which the software solution is deployed.
- Knowledgeable of cloud and mobile computing.
- Demonstrated ability to set operating policies, displays a forward-looking perspective, and is inspirational in envisioning the future of software and applications.
- Experience communicating complex technical concepts to a variety of audiences and engage with team members and other stakeholders.
- Excellent oral and verbal communication skills in English.
- Demonstrated ability to present in an organized, logical, and succinct manner.

Additional Information

This is a fixed-term appointment for a managerial position, initially for a period of three (3) years, in accordance with para. 3.1(a) of Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years, allow it to expire, or reengage staff to their most recent technical international grade, to optimally utilize the Staff's technical skills under either a Fixed-term Appointment with Option to Renew or a Fixed-term Appointment with Option to Regularize, with the salary range corresponding to that technical international grade. This decision will be made in the overall interest of ADB, based on factors including, but not limited to, ADB's medium- to long-term plans for the organizational unit, the relevance of the staff's skills to those plans, and the staff's managerial and behavioral competencies. There is no limit on the number of renewals up to the Normal Retirement Date. However, this appointment is not convertible to a regular appointment.
