The Grid Access Engineering Officer is a critical technical leadership role within MGEN's Grid Access, Industry, and Stakeholders Affairs Department, reporting directly to the Head of Grid Access and Industry Affairs . This position is responsible for leading all engineering and technical aspects related to securing grid connections, ensuring system integration, and optimizing power dispatch for MGEN's power generation projects. The incumbent will serve as MGEN's primary technical expert in engagement with the National Grid Corporation of the Philippines (NGCP), distribution utilities (DUs), and other technical stakeholders, ensuring that MGEN's projects meet grid code requirements, achieve technical viability, and are prepared for efficient market participation.

Key Responsibilities:

Grid Connection Strategy & Technical Due Diligence

  • Develop and implement comprehensive grid connection strategies for new and existing MGEN power projects, including thermal, renewable (solar, wind), and battery energy storage systems (BESS).
  • Conduct and oversee technical due diligence related to grid interconnection points, transmission line routes, substation capacity, and system stability for potential project sites.
  • Provide expert engineering assessments of grid access feasibility, identifying technical risks and recommending mitigation measures during early-stage project development.

Technical Interfacing & Negotiation

  • Lead MGEN's technical interactions and negotiations with NGCP, DUs (e.g., Meralco), PEMC, and other technical service providers regarding grid impact studies (SIS/FAS), connection agreements, ancillary services contracts, and network service agreements.
  • Ensure all technical studies are accurately prepared, submitted, and approved in a timely manner.
  • Resolve complex technical grid issues, system constraints, and operational challenges affecting MGEN's power plants.
  • Ensure all MGEN power projects adhere strictly to the Philippine Grid Code, Distribution Code , and other relevant technical standards and regulations.
  • Oversee the technical requirements for integrating MGEN's generating facilities into the national grid, including protection schemes, metering, and control systems.
  • Advise on technical requirements for WESM registration and participation in ancillary service markets.

Technical Advisory & Support

  • Provide expert technical advice and support to other internal departments, including Project Development, Operations, Commercial, and Investment Analysis, on matters related to grid access, power system planning, and grid operations.
  • Interpret technical reports and analyses from external consultants and internal teams.
  • Contribute technical insights to regulatory filings and industry position papers.

Performance Optimization & Future Grid Planning

  • Analyze grid performance data to identify opportunities for dispatch optimization and improved reliability for MGEN's assets.
  • Stay abreast of new grid technologies, smart grid initiatives, and transmission expansion plans in the Philippines, advising on their implications for MGEN's future investments.

Qualifications:

  • Bachelor's degree in Electrical Engineering, Power Engineering, or a related field. A Master's degree in Electrical Engineering, Power Systems, or a related field is highly preferred .
  • Must be a duly licensed Registered Electrical Engineer (REE) in the Philippines.
  • Minimum of 3-5 years of progressive experience in power systems engineering, grid operations, transmission planning, or grid access roles within the Philippine energy sector.
  • At least 3-5 years in a lead or senior technical position with direct responsibility for grid interconnection studies, agreements, and technical engagement with NGCP and/or DUs.
  • Extensive hands‑on experience and proven expertise in applying the Philippine Grid Code and Distribution Code.
  • Familiarity with System Impact Studies (SIS), Facility Study (FAS) processes, power system modeling (e.g., PSS/E, PSCAD), and technical aspects of WESM.
  • Experience with thermal, renewable energy, and/or battery energy storage technologies is a significant advantage.
  • Established network within NGCP, Meralco (or other DUs), PEMC, and other relevant technical bodies in the power industry.
