The Philippines, with over 7,000 islands and extensive coastlines, faces heightened exposure and vulnerability to climate risks as it ranks among the top countries affected by natural hazards, and is hindered by low adaptive capacity. Sixty percent of the Philippines’ land area and 74 percent of its population are exposed to natural hazards, including floods, cyclones, and landslides, increasing in frequency and severity because of climate change. Natural hazards constitute approximately 80 percent of the country’s health emergencies. Coastal provinces are vulnerable to storm surges and sea-level rise, while mountainous regions face the risk of landslides and floods. Estimates show that economic damage due to the hazards in the Philippines could reach up to 7.6 percent of GDP by 2030 and 13.6 percent of GDP by 2040, with typhoons causing particularly high levels of damage. Under RCP8.5 emissions, temperatures could increase by 2.9°C by the 2090s, and sea-level rise could threaten up to one million people with flooding by 2070–2100.

The Philippines Health System Resilience Project (HSRP) aims to strengthen the resilience of the country’s health system, particularly in the face of increasing climate-driven hazards. The project supports investments in health facilities to ensure they are better prepared for climate shocks, while also contributing to climate change mitigation through energy efficiency improvements. As climate risks intensify, it is critical that health infrastructure is both energy efficient and resilient to extreme weather events, ensuring continuity of essential health services.

Description of the Project:

The Philippines Health System Resilience Project (HSRP) aims to strengthen the resilience of the country’s health system, particularly in the face of increasing climate-driven hazards. The project supports investments in health facilities to ensure they are better prepared for climate shocks, while also contributing to climate change mitigation through energy efficiency improvements. As climate risks intensify, it is critical that health infrastructure is both energy efficient and resilient to extreme weather events.

Objective

The objective of this consultancy is to support the World Bank and the Department of Health (DOH) in ensuring that investments in health facilities under the HSRP lead to measurable improvements in both energy efficiency (mitigation) and climate resilience (adaptation). The consultant will provide technical support in assessment, data analysis, procurement, and implementation monitoring, as well as ad hoc climate-health analyses as required.

Duties and Responsibilities:

The consultant will begin by reviewing and enhancing the existing assessment tool used to evaluate the baseline status of health facilities in terms of energy efficiency and climate resilience. This will involve ensuring that the tool reflects international best practices while being tailored to the specific context and needs of health facilities in the Philippines. The consultant will work closely with the Department of Health and other relevant stakeholders to validate the tool and ensure its practical applicability.

Following the enhancement of the assessment tool, the consultant will coordinate and support data collection efforts from health facilities covered under the HSRP. Using the improved tool, the consultant will analyze the collected data to identify gaps and opportunities for energy efficiency upgrades and resilience improvements. The analysis will be used to generate actionable recommendations that will inform the detailed architecture engineering design (DAED) of the civil works, and technical specifications and requirements for the procurement of equipment under the project.

The consultant will provide technical support throughout the DAED of civil works to make sure the recommended actions for energy efficiency upgrades and resilience improvements are incorporated into the DAED.

The consultant will provide technical support throughout the procurement process, ensuring that the specifications for equipment reflect the latest standards for energy efficiency and climate resilience. This will include reviewing procurement documents, advising on technical requirements, and supporting the evaluation of bids. Once procurement is underway, the consultant will follow up on the implementation of procured items and civil works, monitoring compliance with agreed standards and specifications. The consultant will liaise with contractors, facility managers, and Department of Health counterparts to address any implementation challenges and ensure that project objectives are met.

In addition to the above, the consultant will respond to ad hoc requests for climate and health analyses from the World Bank or the Department of Health. This may include preparing briefing notes, technical memos, or presentations on emerging issues, opportunities, or lessons learned related to climate change mitigation and adaptation in the health sector.

Early in the consultancy, the consultant will deliver an improved assessment tool for evaluating the energy efficiency and climate resilience of health facilities, ensuring it is practical and tailored to the Philippine context.

Using this tool, the consultant will produce a facility assessment report summarizing the baseline findings and providing recommendations to guide procurement decisions. Throughout the procurement process, the consultant will provide technical inputs and documentation to support the development of procurement packages, ensuring that energy efficiency and resilience requirements are clearly specified.

As implementation progresses, the consultant will submit periodic monitoring reports that track the status of civil works and equipment installation, highlighting any issues and confirming compliance with project standards and achieving the target energy efficiency and climate resilience. The consultant will also respond to ad hoc requests by preparing technical notes or analyses on climate and health topics as needed.

Selection Criteria:

  • Advanced degree in public health, environmental science, engineering, or related field.
  • At least 5 years of relevant experience in climate change, health systems, or infrastructure resilience.
  • Experience with assessment tools, data analysis, and procurement processes.
  • Strong communication and stakeholder engagement skills.
  • Familiarity with the Philippine health sector is an advantage.

Duration and Location

The initial contract for this consultancy will be 25 working days, commencing on September 20, 2025, and concluding on June 30, 2026. There is a possibility to increase the number of consulting days, subject to business needs and satisfactory performance. The consultant will be based in the Philippines, with travel to selected health facilities as required.

Reporting and Supervision

The consultant will report directly to Toni Joe Lebbos and Wei Han (Task Team Leader) and will work closely with the World Bank Manila office, the DOH, and other relevant stakeholders.
