Project Execution Officer

The Project Execution Officer supports the Senior Project Execution Officer in ensuring the timely and successful delivery of approved projects. Role Overview

The Project Execution Director will lead the delivery of C&I solar projects in the Philippines and Thailand, ensuring they are executed on-time, on-budget, and to high technical and safety standards. The role covers the full lifecycle from post-contract award to commissioning and handover to the O&M team. The Director will manage internal engineering and project management teams, coordinate with EPC partners, oversee supply chain and permitting, and act as the main interface with clients for execution-related matters. This position requires strategic oversight and hands-on leadership with cross-cultural and cross-border project experience.

Key Responsibilities

  1. Project Delivery & Execution Oversight: Lead and manage execution of all C&I solar projects in the Philippines and Thailand (rooftop, ground-mount, hybrid with BESS).
  2. Oversee full lifecycle: detailed design, procurement, construction, testing, commissioning, and client handover.
  3. Ensure delivery against contractual obligations (PPAs, EPC agreements, performance guarantees).
  4. Establish standardized execution playbooks, QA/QC protocols, and safety frameworks across both markets.

Engineering & Technical Coordination

  1. Coordinate with internal engineering on detailed design, interconnection approvals, and grid compliance.
  2. Evaluate and approve technical solutions for cost-effectiveness and bankability.
  3. Drive value engineering to lower CAPEX/LCOE while maintaining performance.
  4. Maintain up-to-date knowledge of ASEAN codes, standards, and permitting requirements.

Supply Chain & Procurement Management

  1. Oversee procurement of modules, inverters, mounting systems, and balance-of-system equipment.
  2. Negotiate with suppliers and EPC partners to optimize costs and delivery schedules.
  3. Build strategic vendor relationships across ASEAN to secure supply in volatile markets.
  4. Manage logistics, warehousing, and cross-border customs compliance.

Construction Management & Site Oversight

  1. Oversee project managers and site engineers to ensure construction aligns with schedule, budget, and quality standards.
  2. Implement HSE policies aligned with local standards.
  3. Conduct regular site inspections and progress reviews, resolving bottlenecks proactively.
  4. Ensure effective contractor management, including claims resolution and variation order negotiations.

Stakeholder & Client Engagement

  1. Interface with clients, utilities, regulators, and local governments as the senior project interface.
  2. Provide regular project updates, progress reports, and risk assessments to clients and senior management.
  3. Build relationships with local permitting bodies to ensure smooth project delivery.
  4. Lead binational execution team (Philippines + Thailand) and manage multi-site staff.
  5. Foster a culture of accountability, safety, and operational excellence.
  6. Ensure knowledge transfer and consistency of execution standards across both countries.

Financial & Risk Management

  1. Monitor project budgets, cashflows, and milestone payments.

  4. Support CFO/COO in project financing with timelines and capex forecasts.

Qualifications & Experience

  • Education: Bachelor's in Electrical/Mechanical/Civil Engineering (PE license preferred); Master's in Engineering/PM or MBA is a plus.
  • 12–15 years in renewable energy or power infrastructure execution.
  • Minimum 5 years in senior project leadership in solar PV (C&I, utility-scale, or hybrid).
  • Proven multi-site, cross-border project experience in ASEAN (Philippines/Thailand preferred).
  • Deep knowledge of Philippine DOE/ERC/DU permitting and Thai regulatory frameworks.
  • Excellent negotiation and contractor management skills; cross-cultural leadership; fluent English; other languages a plus.
  • Strong ability to balance technical rigor, commercial priorities, and client satisfaction.
