Auditor General

Overview

Auditor General role at Asian Development Bank (ADB). The Auditor General is assigned to the Office of the Auditor General (OAG) and is based at the ADB Headquarters in Manila, Philippines. The Auditor General reports to the President with oversight by the Audit and Risk Committee (ARC) of the Board of Directors and may be appointed for up to three years, renewable once, subject to the Office of the Auditor General’s Terms of Reference.

Role: As an Auditor General, you will lead and manage OAG activities and bring matters directly to Management and the Board where appropriate, reporting to the President and the ARC.

• Functional Leadership and Management
• Develop a work plan that is risk-based and aligned with ADB's overall strategic direction.
• Perform assurance and advisory activities economically and in conformance with internationally accepted professional standards.
• Report, at least biannually, to the President and the ARC on the delivery of the work plan, results of engagements, implementation progress of high-risk actions, and other OAG activities.
• Inform the President and the ARC of any significant audit findings promptly.
• Establish internal audit procedures including a quality assurance and improvement program.
• Develop and maintain the technical competency of the internal audit function through a structured learning program for OAG staff to support needed skills.
• Coordinate work with external auditors and other control and monitoring functions to provide internal audit coverage in a cost-effective manner.
• Disseminate knowledge gained through internal audit activity to promote organizational learning.
• Collaborate with other multilateral institutions, United Nations organizations, and development organizations to exchange leading practices.
• Resource and Staff Management
• Analyze resource requirements to deliver the OAG's mandate, communicate with the President and ARC, and manage the budget.
• Create and lead diverse teams and ensure quality of work.
• Manage performance with clear direction and regular feedback; provide mentoring for ongoing learning and professional development in internal audit and relevant digital technologies.

• Master's degree, or equivalent, in law, business administration, accounting, finance, economics, or related fields; or a university degree with at least 10 years of relevant experience may be considered in lieu of a master's degree.
• Experience leading internal audit operations of a large organization in financial institutions; development finance experience is advantageous.
• 20+ years of relevant experience with demonstrated technical competence in internal/external auditing, risk management or finance; professional designation (e.g., CIA, CISA, CPA, CFA) is desirable.
• Experience working with Management, Board of Directors, staff, and external counterparts.
• Experience implementing advanced data analytics and digital technology in internal audit.
• Proficiency in English (written and verbal).
• Strong planning, managerial and administrative skills with partner engagement and conflict resolution.
• Experience leading a professional group of internal auditors with diverse skills.
• International experience working in multiple countries.
