Role Overview The Senior Public Sector Specialist reports to the Director of Public Sector Management & Governance (PSMG) and will supervise junior staff members. This position is based at ADB Headquarters in Manila, Philippines; relocation is required and all reasonable relocation expenses will be covered. Responsibilities Lead the formulation and articulation of public sector policy and strategies, engaging Developing Member Country (DMC) governments in policy dialogue. Identify, develop, process, implement and administer loans, grants and technical assistance projects. Provide oversight and guidance to project teams on implementation and development effectiveness. Lead the strategic and operational development of the PSMG sector, covering project identification, preparation, appraisal and documentation on public sector management topics such as domestic resource mobilization, debt management, public expenditure management, social security reforms, state‑owned enterprises management, digitalization, fiscal decentralization, public investment management and private sector resource generation. Assist teams in adapting to diverse client cultures, mentoring colleagues in policy‑based program design and delivery. Lead the dialogue with government officials to improve public sector management, manage debt and foster private sector investment. Develop, process and administer loan and TA projects for governments at all levels in ADB DMCs; act as mission leader and supervise mission members. Participate in country teams and provide peer‑review inputs for Country Partnership Strategies (CPSs) and Indicative Country Pipeline Monitoring (ICPM). Participate in interdepartmental working groups, coordinate OneADB collaboration and coordination with other development partners. Lead portfolio performance review, prepare initiatives to promote project quality and improve portfolio performance. Guide identification and implementation of actions to resolve implementation issues. Effectively manage project closure, completion processes and reporting, and consult with governments on results and lessons learned. Substantially contribute to advocacy, training, dissemination and knowledge building around public sector management issues. Promote innovation and modern technology solutions to address key development constraints in ADB DMCs. Supervise staff performance, provide clear direction and regular monitoring and feedback. Ensure ongoing learning and development of reporting staff. Qualifications Master’s degree or equivalent in Economics, Finance, Public Policy or related fields (or a university degree with at least 5 years of specialized experience). At least 10 years of relevant professional experience in public management, governance, institutional development or related areas. International experience working in several countries. Broad experience in project preparation and policy analysis, with knowledge of procurement and consultant recruitment. Demonstrated team‑leadership or managerial skills, leading professionals, teams and missions for technical matters and project processing/implementation. Significant expertise within a specific area of ADB’s operations or breadth across multiple areas with in‑depth knowledge of one area. Excellent written and verbal communication skills in English. Two years of relevant experience outside ADB within the past five years is required. Benefits Competitive salary based on ADB’s standards and comparator markets.
