Senior Rail AFCS Engineer

The role of Senior Rail AFCS Engineer is to provide end-to-end technical and non-technical support to various Rail AFCS and other Ad Hoc/Special Projects and Initiatives assigned to the Rail Concession and Special Projects Team. He/She must be capable of liaising and coordinating with various internal and external stakeholders, including but not limited to the Rail AFCS Manager, the Project Implementation Team, other internal functional teams, vendors, subcontractors, suppliers, service providers and other external parties to fulfil and adequately satisfy Project Terms of Reference (TOR), Requests for Information (RFIs), Technical Standards, Specifications and Requirements, Testing and Commissioning Requirements, and other project-related activities, tasks, and initiatives. He/She must have the capacity to support the Project Management Office (PMO) by adequately providing various engineering, technical, administrative, and logistical support to AFPI's Strategic Initiatives, Rail AFCS Operations and Maintenance, and other miscellaneous/ad hoc tasks or projects as may be assigned by the immediate supervisor (i.e., Head of Rail Concession and Special Projects) and/or the Chief Rail Officer as and when the need arises. The Senior Rail AFCS Engineer shall assist in Rail AFCS capacity building efforts, development and preparation of training documentation, conduct of training and onboarding of AFCS-related resources and external requests for AFCS-related training and skills enhancement, extension services, and resource development. He/She is responsible for overseeing the work carried out by the Junior Rail AFCS Engineer in support of the foregoing functions and responsibilities.

1. Rail AFCS and Special Projects Management

• Support the functions of the Project Management Office (PMO) or any similar entity created specifically for Rail AFCS projects and/or other undertakings assigned to or initiated by the Team;
• Assist the Project Team to ensure that all project scope & deliverables are fulfilled on time, within budget and is fully compliant with quality and other standards/requirements;
• Provides the necessary engineering, technical, administrative & logistical support on rail and special projects, which includes but not limited to:
  • Review and evaluation of and providing inputs, comments and recommendations to Project Technical Design, Specifications and Requirements such as responding to project-related queries, verification/vetting of technical specifications, preparation of initial drafts for internal review, and other related tasks as may be required by the Team;
  • Preparation and revision of technical documentation, drawings, and reports pertaining but not limited to: hardware and software engineering design, system operations, testing, manuals for operations, maintenance and training/orientation, and other project-related communications, as may be required;
  • Managing and overseeing the planning, design, execution, monitoring, review and capturing and classification of findings and observations raised during any of the testing and commissioning and/or related activities, as captured and maintained in a log, and will be responsible for following up for the eventual resolution of the same as observed and conducted onsite or otherwise (e.g., staging environment); and
  • Managing and overseeing the planning, design and actual conduct of Operations and Maintenance ("O&M") theoretical and practical trainings and/or orientation for end-users, including but not limited to various project stakeholders.
• Provides the necessary logistical, administrative and coordination support on rail and special projects based on instructions from and/or endorsements by project stakeholders (e.g., Project Manager, Project Engineer, etc.), including but not limited to:
  • Facilitation of Project-Related Meetings (e.g., agenda setting, taking of meeting minutes, follow up of action items, etc.)
  • Coordination with Project Stakeholders (e.g., client, subcontractors, vendors, internal teams, etc.) to address project-related issues and concerns;
  • Preparation of necessary Progress Reports, Accomplishment Reports or other such reports as may be required by the Rail AFCS and other Special Projects for internal review prior submission and/or release to Project Stakeholders; and
  • Liaise with Rail Admin Officer to implement, monitor and close out the project (i.e., archiving of project documentation).
• Provides support on the review of technical specifications and quotations, and monitoring logistical arrangements for the procurement of equipment and negotiations along with Procurement Officer to ensure that manufacturing, assembly (i.e., Factory Acceptance Test), and packing and shipment of project requirements are supplied and delivered on time
• Liaises and sustains beneficial relations with various stakeholders (e.g., internal functional teams, main and sub-contractors, vendors/suppliers, clients/end-users/operators, regulators/government entities, local community) based on instructions from and/or endorsements by Project Engineers and/or Project Managers, where applicable for the duration of each project;

2. AFPI Strategic Initiatives

• Rail AFCS Capacity Building:
  • Create and deliver theoretical and practical trainings, including support materials for training personnel for operation and maintenance of the AFCS set up and components thereof (e.g., training manuals, training decks, quick reference guides, training videos, etc.);
  • Identify and make recommendations on internal and external training opportunities to build the technical competencies of the Rail Operations and Special Projects Team;
  • Work with the Team in implementing other Rail AFCS capacity and competency building initiatives, capturing best practices and lessons learned from assigned projects;
• Continuous Improvement:
  • Create and/or update processes and policies to ensure the delivery of services and/or products are efficient and with quality while removing waste activities; and
  • Support efforts to capture best practices, lessons learned from various work engagements as part of continuous improvement efforts.

Education and Work Background

• Graduate of Bachelor's Degree in Electronics, Electrical or Mechanical Engineering and/or any related discipline/s (PRC License holder preferred but not required)
• Has at least two (2) years relevant working experience in a Rail AFCS environment or related undertaking
• Proven experience in hardware and software engineering design, system operations and/or system integration, and testing of fare collection systems and other related revenue systems (if applicable)
