Chief Engineer SMDC Mandaluyong, National Capital Region, Philippines Ensures proper, orderly, cost effective, and timely execution of the operation and maintenance of all building systems, facilities, and equipment. Job Description Duties and Responsibilities Pre-Operations Participate in testing and commissioning and punchlisting of building equipment and systems and common area. Attend Project Technical Group and/or Construction Coordination Meeting to provide inputs and raise operational building concerns. Establish and update equipment database. Create a 52‑week Comprehensive Preventive Maintenance Calendar. Create the Technical Profile of the Building. Facilitate screening and acquisition of multi‑skilled technicians to be assigned in the project. Consolidate equipment and other engineering‑applicable government permits and licenses. Operations Supervise, monitor and manage shift engineers and technical staff to ensure proper execution of routine, preventive, and corrective maintenance of building systems, common area, and equipment, including job requests inside residential units. Supervise operations of all systems and equipment of the common areas and facilities to keep them in good working condition. Prepare and oversee the maintenance program of mechanical, electrical, plumbing, fire detection and protection, sanitary, utilities and auxiliary systems, facilities, and equipment of the project. Maintain and update technical records, manuals, brochures, as‑built plans, correspondences, turnover documents, equipment records, repairs, expenditures, etc. Recommend measures for possible upgrading/updating of the project’s facilities to enhance its operation and desirability as a residential location and suggest energy‑conservation programs and other cost‑saving initiatives. Ensure timely renewal of permits, licenses, and other government‑mandated requirements. Assist in the preparation and formulation of the annual budget (OPEX and CAPEX). Be accountable for the proper upkeep and usage of all engineering‑related materials, spare parts, inventories, tools, and equipment. Review required documents prior to processing of billings for services rendered by service providers and/or contractors. Review renovation plans and implement guidelines for the renovation of residential units as stipulated in the house rules and renovation guidelines. Supervise and coordinate with all service providers, contractors, and suppliers contracted by the corporation for maintenance of the common areas and facilities, ensuring that all service level agreements (SLA) are met. Coordinate with utility providers, including electricity, water and telecommunications, to ensure services are within agreed SLA. Make engineering‑related decisions or actions with guidance and approval of the complex/property manager. Coordinate directly with residents to attend to their engineering‑related needs, requests, or concerns. Provide timely and accurate incident reports. Provide monthly engineering reports, including: Common area acceptance / amenities availability Equipment preventive maintenance Corrective and upkeep projects Monthly major activities Equipment availability Permits and licenses monitoring Engineering issues and highlights Electricity consumption monitoring Water consumption monitoring Equipment acceptance checklist Common area acceptance monitoring Equipment checklists Engineering projects and accomplishments Prepare and monitor engineering‑related purchase requests. Facilitate and participate in bidding procedures for major engineering or building requirements. Assist and provide information for billing of utilities and job requests. Monitor utility consumption such as water and electricity. Handle special projects/tasks related to the position.
