Fractional Billing Payroll Manager Philippines

Responsibilities :
- Enroll new and promoted employees in company benefits programs, including dependents, as applicable.
- Monitor employee lists to ensure all active employees are entitled to benefits and remove separated employees from programs.
- Facilitate timely and accurate availment of both company and statutory benefits programs.
- Communicate statutory and company benefit programs to all employees, including orientation for new employees, promotions, and changes to benefits programs.
- Calculate and process accurate payroll deductions and payments.
- Prepare and submit pertinent reports and records to governmental agencies, third-party vendor surveys, etc.
- Lead and support benefits-related projects (e.g., wellness campaigns, policy rollouts).
- Develop project plans related to benefits process enhancements.
- Ensure company compliance with statutory and labor laws.
- Assist employees with C&B related questions.
- Handle sensitive and confidential information with discretion.
- Conduct business with high legal and ethical standards.
- Demonstrate decision-making skills that support safety in company facilities.
- Other duties as assigned.
Qualifications :
- Education: Bachelor\'s degree in Human Resources Management, Business Administration or related field.
- Experience: 4+ years of experience in benefits administration; experience managing or supporting HR/benefits projects; strong knowledge of employee benefits laws and regulations.
- Knowledge/Skills: Strong mathematical and computation skills; extensive use of Microsoft Office (Excel, Outlook, Word, PowerPoint); strong time management, prioritization, and communication skills; ability to resolve conflicts courteously.

Job Description
Job Summary: The Payroll Specialist is responsible for managing the end-to-end payroll process and ensuring accurate and timely compensation of employees. This role requires a strong understanding of payroll systems, Philippine labor and tax regulations, and general HR practices.
Key Responsibilities :
- Manage and process end-to-end payroll for all employees, ensuring accuracy and timeliness.
- Ensure full compliance with Philippine labor laws and government regulations (SSS, PhilHealth, Pag-IBIG, BIR).
- Maintain and regularly update employee payroll records, including timekeeping, attendance, and data.
- Monitor payroll transactions to ensure accuracy, resolve discrepancies, and enforce compliance with company policies.
- Handle payroll-related inquiries and provide prompt support to employees regarding salaries, deductions, benefits, loans, and leave balances.
- Coordinate with Accounting/Finance for payroll funding, reporting, and reconciliation of payroll-related accounts.
- Generate and distribute monthly payslips and other payroll documents as needed.
- Implement payroll system upgrades or enhancements and monitor changes to improve payroll efficiency.
- Maintain confidentiality and security of all employee compensation data and payroll records.
Qualifications :
- Bachelor\'s degree in Business Administration, Accounting, or related field.
- Minimum of 3 years of relevant payroll experience.
- In-depth knowledge of Philippine labor laws and government-mandated benefits.
- Experience in preparing statutory reports and managing payroll systems.
- Proficient in payroll software and Microsoft Excel.
- High level of accuracy, attention to detail, and ability to handle confidential information with integrity.
