Amentum is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs.

Please Note: This is an Independent Contractor position with Amentum, it should not be considered an employment relationship with Amentum.

POSITION SUMMARY:

Amentum, in partnership with ICITAP, is currently seeking a qualified candidate to serve as a Law Enforcement Advisor in Manila, Philippines This position will be responsible for working with the Philippines National Police to provide specialize skills trainings and conduct assessments. Additionally, the Advisor will work with the Philippines, Malaysian, Indonesian, and Thai governments to work on Countering Uncrewed Aerial Systems (C-UAS) National Action Plans to include attending regional workshops, forming technical working groups and working with host county to meeting the items on the C-UAS National Action Plans

JOB DUTIES AND RESPONSIBILITIES:

  • Collaboratively work with the Philippines National Police (PNP) and other government agencies to build capacity for terrorism investigation and operations.
  • Advisor will attend and oversee advanced skills courses delivered to the PNP, relative to the lines of effort under the Inter-Agency Agreement. (IAA).
  • Conduct assessments to support foreign assistance programmatic objectives.
  • Works under the direction of the ICITAP Program Manager to ensure lines of effort are aligned with current Inter-Agency Agreements (IAA's)
  • Provide recommendations for specialized skill training and equipment procurement
  • Assist in procurement of equipment needed based on assessments.
  • Attend regional workshops creating the Countering Uncrewed Aerial Systems (C-UAS) National Action Plans
  • Coordinate with numerous U.S government agencies and host government agencies (Philippines, Malaysian, Indonesian, and Thai government) to form Technical Working Groups to develop and implement C-UAS National Action Plans.
  • Short term TDYs to throughout the Philippines and international travel to Indonesia, Malaysia and Thailand
  • Coordinate and facilitate equipment donations with US Embassy and Host Nation staff.
  • Writes and submits timely reports and workplans.
  • Attend various scheduled and recurring meetings at numerous locations, including the US Embassy and many others as required.

REQUIRED SKILLS AND QUALIFICATIONS:

  • Demonstrated success in both administrative and operational management, as identified and outlined by prior supervisors.
  • Must be eligible to obtain and maintain a Secret Clearance
  • Demonstrated effectiveness in working independently and within team environments.
  • Demonstrated excellence in problem solving skills.
  • Knowledge of and demonstrated Competencies in law enforcement learning, training and development.
  • Demonstrated excellence in utilizing Microsoft Office Suite (Word, Excel, PowerPoint) to facilitate analysis, design, development, implementation, and evaluation activities, presentations, and reports.
  • Ability to multi-task several projects and timely submission of required reports.
  • Excellent written and oral communication skills.
  • Proven record of effective relationship building, both within and outside an organization.
  • Educational and senior management requirements may be substituted by additional years of law enforcement experience or overseas development experience.
  • Clearable: Must be able to obtain and maintain a Secret US Government Clearance. Note: US Citizenship is required to obtain a Secret Clearance.

DESIRED QUALIFICATIONS:

  • Diplomatic or Contractor experience working within an embassy environment.
  • Law enforcement experience includes having been assigned as a full-time training manager, or equivalent title with equivalent duty assignments.
  • Five years' experience managing training and development programs or projects.
  • Demonstrated effectiveness in managing a program or project in a cross-cultural environment.
  • Bachelor's / master's degree in criminal justice or a related field.
