Petro-chemical Engineer/Chemical Engineer

• Responsible for managing the development & completion of technical bidding documents of programmed CAPEX projects as well as any unprogrammed projects that will be assigned to PMD Engineering, and management of consultants for outsourced services in order to ensure timely and quality delivery of those projects within budget and schedule.

• To sign off on concept/basic/detail process designs produced for complex projects, as applicable

• To lead a team of engineers, specialist and draughtsman to accomplish the above, all within the agreed constraints of time, costs and quality.

MAJOR RESPONSIBILITIES

1. Manages the development of the project design from receipt of Capex Project Plan (CPP) to creation of Detailed Engineering Design, to timely issuance of the Design documents for Procurement.

2. Plans and coordinates all facets of the Engineering design process and ensuring it is aligned with the expectations of end-users and is within the target of the whole Division.

3. Manages the overall delivery of Engineering Technical Bidding Documents (TBD) for various CAPEX, NRB and non-CAPEX projects. This includes:

a. Regular progress monitoring of detailed Engineering design of ongoing projects;

b. Ensuring that all designs are compliant to the Maynilad Standards and regulatory requirements;

c. Creating an accurate timeline of project completion and ensuring tasks are finished within the duration;

d. Ensures completeness, clarity and accuracy of the Front-End Engineering Design (FEED) and CAPEX Project Plan (CPP) prior endorsement to Engineering;

e. Ensures timely and accurate preparation of Contract Drawings, General Scope of Works, Schedule of Prices, and Measurement and Payment;

f. Review and assessment of Technical Bidding Documents created by the functional design team ensuring the completeness of the scope and overall compliance with the project requirements mandated by the CPP

g. Collating of the approved Technical Bidding Documents in the common repository channel (i.e. Maynilad Portal), including project history correspondence and lessons learned which shall be applied as future improvements on similar projects;

h. Managing, monitoring and ensuring completeness of Consultant's deliverables for outsource design projects conforming with the contract employer's requirements or terms of reference; and

i. Collating the approved Consultant deliverables (i.e reports, drawings, calculations, analyses, and brochures) in the common repository channel (i.e. Maynilad Portal), j. Timely managing, reviewing and monitoring billings of Consultancy services

4. Serves as the single point of contact to other departments/units of the Division by:

a. Acting as the overall Project Manager within Engineering managing the time, cost, and quality of the project;

b. Assists/leads coordination meetings with detailed technical inputs encompassing the civil, structural, architectural, electrical, mechanical, geotechnical, and sanitary disciplines for faster and more accurate project development;

c. Constant monitoring and review of all transactions being handled in accordance with the Service Level Agreement (SLA);

d. Manages the functional design team during the Engineering design stage establishing the detailed design phase schedule and conducting detailed review meetings;

e. Endorsing the of Requests for Information/Approval (RFI/A) to the functional team and ensuring timely return time to Construction/Contractors within the scope of the contract;

f. Handling and monitoring of Technical Assistance Request (TAR) received from different endusers and ensuring on time delivery of expected output (MSD creation, evaluation report, etc.);

g. Reviewing and approval of Technical Evaluations (Bid Proposals, Contractor Submittals, Change Proposal/Variation Order Requests, etc)

h. Participating in HAZOP/HAZAN studies, value engineering exercises and design reviews if required.

5. Aids Design Services Head in developing programs, procedures to improve design quality and efficiency of the Department, thru work process improvement

6. Establish new standard specifications and drawings from the assessment of past project data (issues encountered, change in scopes, design methodology etc)

7. Handles PMD-Engineering project-related issues, queries, consultations from end-users and facilitates review/evaluation with the concerned Engineering Functional teams.

8. Conducts field investigation and construction review; ensures adherence to designs, project specifications, and scope of works of proposed projects in compliance with the contract technical bidding documents

9. Ensures the preparation of engineering service order contracts and monitors output and billings of outsourced engineering consultants.

10. Ensures review of design services management policies and relevant operational procedures and work instruction.

11. Ensures continuous improvement on PMD-Engineering Operational Procedures and Work Instructions and suggests proposal whenever necessary.

12. Assists and provides supports in the review/updating of the Maynilad Standard Technical Specifications and Standard Drawings, and participates with the Technical Working Group (TWG) in the deliberation of new or revised standards.

13. Does other related engineering and management tasks as may be assigned.

QUALIFICATIONS AND COMPETENCY REQUIREMENTS MINIMUM EDUCATION

• Licensed Chemical Engineer

WORK EXPERIENCE

• At least five (5) years total working experience with at least two (2) years of related work experience in supervision/management experience in key management role.

• Five (5) years' experience as a process engineer in water treatment, turnkey and D&B projects or a similar field is an advantage

• Strong technical background in water and wastewater treatment processes

In a highly anticipated bidding that drew the attention of the global water community, the partnership of Benpres Holdings Corporation (Benpres) and Ondeo Water Services, Inc. (formerly Suez Lyonnaise de Eaux) was awarded the exclusive right to run the water and wastewater operations in the West Zone of Metro Manila. Towards its 10th year, after a string of financial, legal, and regulatory disputes, Maynilad went through a change of ownership, with the consortium of Metro Pacific Investments Corporation (MPIC) and DMCI Holdings, Inc. (DMCI) acquiring 83.96% of the water company's shares. Lyonnaise Asia Water Limited (LAWL) held a 16% share. The MPIC-DMCI consortium took over on January 24, 2007, and immediately worked on the financial and operational rehabilitation of Maynilad. In August of the same year, the consortium signed a prepayment and settlement agreement with Maynilad's creditors and MWSS. By January 2008, the new owners of Maynilad had already paid off the company's outstanding debts, which had then reached $240 million. An aggressive catch-up plan was also implemented to increase company revenue, improve water service operations, and drastically cut commercial losses. SEWERAGE & SANITATION Aside from delivering potable water, Maynilad also provides sewerage and sanitation services to the West Zone. It operates and maintains pumping plants and wastewater treatment facilities 24 hours a day, seven days a week to ensure the efficient collection, treatment and disposal of wastewater.At present, only residents and establishments in Tondo, Sampaloc, South Manila, Malabon, Navotas, Caloocan, Projects 7 and 8 in Quezon City and Magallanes Village in Makati City may connect to Maynild's sewerage system.

Customers in these areas are encouraged to avail of Maynilad's sewerage services for a cleaner and safer environment.

Customers in areas not covered by Maynilad's sewerage network dispose of their wastewater through their own septic tanks or sewage treatment facilities (for big commercial and industrial customers).

Those who are located outside the sewered areas and maintain their own septic tanks, may avail of Maynilad's desludging services.
