Clean Air Asia is an international non-governmental organization leading the regional mission for better air quality, and healthier, more livable cities throughout Asia. We do so by providing policy guidance, building capacity, and making a compelling case for action among stakeholders at city, national, and regional levels. Since 2008, we have been a United Nations-recognized partnership comprised of more than 250 organizations in Asia and internationally, with six Country Networks (Indonesia, Malaysia, Nepal, the Philippines, Sri Lanka, and Vietnam). We are currently recruiting for an Electric Two-Wheeler Benchmarking Researcher Consultant on a project-based, full-time, consultancy contract to join our dynamic team at Clean Air Asia in Manila, Philippines. We are looking for someone with proficiency in conducting primary data gathering, literature reviews, collecting and analyzing data, and synthesizing information from various sources.

II. JOB PURPOSE

The Electric Two-Wheeler (E2W) Benchmarking Researcher Consultant will be responsible for conducting comprehensive research on the two-wheeler market demand and the financing landscape. The Consultant will be responsible for gathering data, analyzing market trends, and producing insightful reports that provide valuable insights into the dynamics of the electric two-wheeler market and financing options available to users.

III. RESPONSIBILITIES AND SCOPE OF WORK

In collaboration with the E2W Program Manager and other Clean Air Asia staff, the Consultant shall lead the implementation of electric two-wheeler related activities to achieve the objectives of the project. The Consultant's responsibilities include, but not limited to:

• Conducting comprehensive data gathering and analysis of registered vehicles used for public transport and commercial services, involving:
• Desktop research and consultations on the motorcycle permitting process to identify agencies holding registration data;
• Sourcing data from government agencies;
• Securing bottom-up data as necessary;
• Collaborating with the Industry Economics Expert in scenario building/demand projection modeling;
• Conducting dissemination/validation workshop
• Conducting data gathering of motorcycle owners' demographics, operations and enablers and barriers, undertaking the following:
• Designing and implementing the market survey covering the following:
  • average income
  • capability to acquire motorcycle units (household income)
  • method of motorcycle acquisition (financing)
  • operational characteristics (Daily VKT, typical schedule, loading, other use, etc.)
• Facilitating Focus Group Discussions (FGDs) on barrier/enabler analysis with 2W commercial fleet market
• Preparing report on 2W commercial fleet market and barrier/enabler analysis for electrification
• Conducting dissemination/validation workshop
• Supporting the benchmarking of electric two-wheeler financing, undertaking the following:
• Supporting the facilitation of Focus Group Discussions with relevant stakeholders to explore barriers and enablers specifically related to E2W financing;
• Compiling findings from the research, individual meetings, and FGDs into a detailed report on the electric two-wheeler industry financing landscape.
• Coordinating with key stakeholders and project partners to effectively plan and implement project activities.
• Preparation of the pilot demonstration of electric two-wheelers.

In addition to the specified responsibilities outlined above, the Consultant may be required to perform other duties as assigned by the E2W Program Manager. These duties may include providing ad-hoc support, participating in meetings or workshops, conducting additional research, or assisting with project-related tasks as needed.

Output/Reporting Requirements

The Consultant shall accomplish the following:

• Proposed methodology report detailing the steps to be taken in conducting the market demand characterization study. This should be submitted within 10 days following the Consultant's mobilization.
• Interim report in Powerpoint Presentation on 2W market demand characterization covering the results of the market survey and FGDs. This should be submitted within 45 days following the Consultant's mobilization.
• Comprehensive Written Report on Two-Wheeler Market Demand Characterization, with minimum contents on:
• Baseline population and growth trends of commercially and public transport use motorcycles;
• Operational characteristics of these motorcycles
• Demographics of owners
• 2W commercial fleet and public transportation market and barrier/enabler analysis for electrification

This should be submitted within 2 months following the Consultant's mobilization.

• Reports from Consultations and FGDs involving two-wheeler.

The Consultant shall submit all technical outputs generated during the project for review and feedback by the E2W Program Manager prior to finalization.

The Consultant shall engage in a collaborative process with Clean Air Asia team to address any feedback or concerns raised during the review process, ensuring the quality and accuracy of the technical deliverables. The Consultant shall diligently work to incorporate any suggested changes or improvements to ensure the project's successful completion in accordance with the established objectives and requirements.

IV. ELIGIBILITY REQUIREMENTS AND CRITERIA

• A bachelor's or master's degree in a relevant field such as economics, sociology, psychology, or a related discipline.
• Advanced degrees or certifications in market research, social science research methods, or electric vehicle technology would be advantageous.
• At least 3-5 years of professional experience in market research, benchmarking analysis, or consulting roles, preferably with a focus on the automotive industry, electric mobility sector, or related fields.
• Experience in designing and conducting surveys, analyzing social science data, and interpreting market trends is highly desirable.
• Excellent communication skills, both verbal and written, with the ability to articulate research findings, insights, and recommendations clearly and persuasively to diverse stakeholders.
• Experience in coordination with different stakeholders, preparing detailed reports, presentations, and visualizations for client presentations and executive briefings.

V. DURATION, REMUNERATION and OTHER BENEFITS

The selected candidate will be appointed from June until 20 December 2024 under a project-based full-time consultancy contract. The remuneration is competitive but may vary subject to the candidate's professional qualifications and work experience.
