Qualification Standards

The selected candidate should have:

1. Bachelor's Degree in Accounting, Banking, Finance, Business Administration, or related disciplines;

2. Thorough knowledge of accounting principles and procedures at local and international levels. Certified Public Accountant or similar certification;

3. Demonstrated analytical skills; Organized and attentive to details;

4. High level of integrity and ability to maintain the necessary confidentiality; 5. Good written and oral communication skills in English, the official ADB language; At least three (3) years of experience performing financial analysis and similar duties;

6. Computer proficiency;

7. Ability to work independently with minimal supervision; and

8. Demonstrated ability to interface with external suppliers and internal clients and ability to work in a collaborative environment.

Job Description

A. Supplier Registration

The Contractor shall be responsible for handling the registration process of new suppliers, encompassing inter-alia the following activities:

a. Ensure the requested legal and financial documents have been submitted;

b. Undertake thorough legal and financial analysis of these prescribed and make recommendations for continuing the registration process;

c. Validate suppliers' name/company against relevant data or documentation (Internet, Government Corporate Registry, or any other appropriate relevant registries);

d. Where requested (manual input), enter suppliers' information in oracle System; collate, scan, upload, and tile suppliers' records/documents as appropriate;

e. Check supplier's company/incorporators/owners against the OAG sanction list, UN Terrorist Watch List, and other ADB lists that would reveal debarment or potential/actual conflict of interest; and

f. Undertake follow-ups via phone calls or e-mails to suppliers and ADB internal clients.

B. Additional support to Contracts Administration

The Contractor shall also be requested to provide support to OAPC as follows:

g. Oversee and follow up on the progress of all pending registrations and generate corresponding monitoring reports;

h. Provide OAPC team members with analysis of financial information submitted by suppliers;

i. Prepare and draft statistical reviews and spreadsheets to support the preparation of required reports; and

j. Perform other tasks as may be assigned by CA.
