Candidate must possess at least a Bachelor’s/College Degree , Engineering (Environmental/Health/Safety) or equivalent.At least 5 year(s) of working experience in the related field is required for this position.Preferably Supervisor / 5 Yrs & Up Experienced Employees specializing in Engineering - Environmental/Health/Safety or equivalent.Must be DOLE-accredited Safety OfficerWith at least 5 years experience as HSSE Officer in manufacturing environment, preferably in oil & gas, petrochemical industryDENR-accredited Pollution Control OfficerExperienced/trained in safety standards, particularly in OHSAS 18001 or ISO 45001Proficient in ISO 9001 and 14001Preferably living in or near in Valenzuela City

Job Description:

Occupational Safety and Health

1. Assist site in the Annual Health & Safety Programming and Occupational Health and Safety Promotions.

2. Ensure all safety equipment and/or machineries are being maintained through regular inspection/testing. Conduct Accident/Incident Investigation.

3. Conduct safety orientation for newly hired employees, suppliers/contractors and visitors.

4. Ensure execution of required safety trainings (either outsourced or internal trainings).

5. Ensure monthly safety assessment and weekly inspections are being executed.

6. Recommend facilities and process improvement based on safety assessment/inspections.

7. Monitor safety projects and ensure that it is implemented and completed on agreed time and specifications.

8. Ensure compliance to permitting and reporting requirements of regulating Government Agency (i.e. DOLE, BFP, DENR, LLDA, LGUs, etc.).

9. Acts as site advisory in the application of health and safety programs to eliminate the hazards from workplace and correct unsafe work practices.

10. Acts in an advisory capacity on all matters pertaining to health and safety for the guidance of the management and workers.

11. Conducts investigation of accident as a member of the EHS Committee and submit separate reports analysis of accident to the management.

12. Conducts health and safety training programs for the employee and Management.

13. Conducts health and safety inspection as a member of the committee.

14. Proper maintenance of accident records and coordinates action taken by supervisors to eliminate accident causes.

15. Provide assistance to government or other agencies in the conduct of health and safety inspection, accident investigation or any other related programs.

16. Adhere and implement Company Policies, Good Housekeeping, Quality, Environmental, Health and Safety Policy and/or Program of the company.

17. Serve as the Secretary to the health and safety committee. As such, he shall

• Prepare minutes of meetings

• Report status of recommendation made

• Notify members of the meeting; and

• Submit to the Safety committee a report of the activities of the committee

18. Coordinates all health and safety training program for the employees and employer.

19. Maintain or helps in the maintenance of an efficient accident record system and coordinates action taken by supervisors to eliminate accident causes.

20. To implement and promote occupational safety and health programs in the workplace.

21. To advise and assist the Line Managers in complying with the provision of the health and safety standards especially in the submission of the reporting requirements.

22. To perform at least a quarterly appraisal/assessment of the implementations of occupational safety and health programs in the workplace.

23. To prepare the annual/semi-annual/quarterly/monthly report of safety and health programs of the site.

24. To be present during the scheduled safety inspection by authorized government agents and as requested during health and safety committee meetings.

25. Maintain the traffic management system is in accordance with the Health and Safety Procedures of the site.

26. Manage the safety control of contractors including safety permitting requirements.

27. Manage the safety implementations of fire safety including no ignition program implementation of the site.

28. Ensure safety of man machine interfacing onsite had been carried on the plant and communicated to all employees.

29. Conduct regular hazard identification risk and assessment control on the plant.

30. Focal person for plant security concerns.

31. Manage the operation of site Emergency Response Team.

32. Prepares site annual drill plan (Fire, Earthquake, Mass protest, etc.) and facilities implementation of the planned drills.

33. Implements site PPE requirements for production, maintenance and engineering works. Evaluates and recommends PPE for replacement.

34. He shall be empowered to STOP unsafe activities/conditions to prevent accidents. He shall inform the department head for proper coordination and correction of unsafe acts and conditions.

35. Shall conduct daily safety walkabout to ensure compliance to safety, security and environment policies and procedures.

36. Shall be the designated Work Permit Reviewer for the plant operations, shall review the job hazard analysis for the work permit and provide inputs to ensure safe performance of the work.

37. Performed other duties as may be assigned by the immediate superior.

Environment

38. Act as Pollution Control Officer

39. Maintain current working knowledge of Environmental regulations

40. Interact with government agencies contacts and lead onsite environmental inspection from DENR, LLDA and other local and national agencies.

41. Manage the storage, recycle, re-use and disposal of residual and hazardous waste.

42. Monitor environment protection and abatement control installed onsite, including air pollution control source operation.

43. Facilitate the environmental testing required by the local authority based on agreed timeframe.

44. Monitor the usage of water and electricity and implement reduction program of the site.

45. Participate in 5S initiative of the company.

46. Conducts environment training programs for the employee and management.

47. Conduct regular Aspect Impact Activities onsite.

48. Prepare and submit Environment Quarterly and Semi-Annual report to DENR and LLDA.

49. Renew regulatory Permit and licenses of the site.

50. Conducts investigation of environmental accident and submit separate reports analysis of accident to the management.

51. Conducts environmental inspection and reports analysis of the inspection.

Integrated Management System (ISO 9001, ISO 14001, ISO 45001)

1. Support the implementation of ISO 9001, ISO 14001 and ISO 45001 for Valenzuela site.

2. Maintain Environment, Health and Safety documentation related procedures to ISO 9001, ISO 14001, ISO 45001)

3. Keep abreast of the latest applicable local and national laws on Environment, Health and Safety.

4. Maintain the list of EHS legal requirements including reporting, permits, certificates and clearances and must be updated and readily available anytime.

5. Formulate EHS Procedures requirements in compliance with applicable HES legal requirements for Valenzuela site.

GWP, GMP, GTP, GLP, 5S

1. Facilitate implementation of GWP, GMP, GTP, GLP and 5S and ensure compliance with set standards

2. Perform and maintain periodic audit

3. Provide preventive and corrective actions to address issues on non-compliance.
