Role Description

The purpose of the Manpower Planning Supervisor is to oversee the strategic allocation and utilization of human resources within an organization. They collaborate with various departments to understand their workforce requirements, forecast future needs, and devise strategies for recruitment, training, retention, and succession planning. The goal is to optimize the workforce, ensuring that the organization has the necessary skills and capacities to achieve its objectives while being cost-effective and efficient.

Responsibilities

Capacity Planning -Develops and implements workforce capacity planning strategies aligned with the organization’s business objectives, growth plans, and budgetary considerations.Manages the growth of the organization in terms of human resources/manpower (joint accountability with Talent Management)Collaborates with Talent Management and management to assess current and future workforce needs by analyzing workload, productivity, and project timelinesForecasts future workforce needs based on analysis of business trends, project demands, turnover rates, retirements, expansions, and other factors affecting staffing requirements.Utilizes data analytics tools and HR metrics to track workforce trends, analyze staffing patterns, and make data-driven decisions to optimize workforce performance and efficiency.Allocates resources effectively across departments and projects by balancing workload, optimizing staffing levels, and reallocating resources as needed to meet changing business priorities.Collaborates with Finance and Talent Management to develop and manage the workforce budget, including recruitment costs, training expenses, compensation planning, and other related expenditures.

2. Recruitment -

Develops recruitment and sourcing strategies to attract top talent, considering factors such as job market conditions, labor shortages, and industry trends.Ensures compliance with labor laws, regulations, and company policies related to workforce management, including diversity and inclusion initiatives, equal employment opportunity (EEO) requirements, and employee rights.Strategizes on mass hiring for front liners and targeted hiring for critical positions.Ensures quality of hires and turn around time.Partners and offers support at assistance to the hiring managers in the recruitment process.Ensures recruitment process is updated and generates necessary reports.Designs onboarding program to ensure all new hires are equipped to function their roles as early as possible.Issues of contracts that are signed, requirements are submitted and encoded in the system.Oversees employee regularization process until new hires are regular and measures the regularization rate.

Qualifications

A holder of a Bachelor’s Degree in Human Resources, Psychology, or any Business Management course or equivalentAt least three (3) years of working experience in manpower acquisition, recruitment, and selectionAt least one (1) year of working experience in a supervisory level
