Chemical Design Manager 

Job Description Summary: 

Responsible for managing the development & completion of technical bidding documents of programmed CAPEX projects as well as any unprogrammed projects that will be assigned to PMD-Engineering, and management of consultants for outsourced services in order to ensure timely delivery of those projects within budget and schedule. 

MAJOR RESPONSIBILITIES 

1. Manages the development of the project design from receipt of Capex Project Plan (CPP) to creation of Detailed Engineering Design, to timely issuance of the Design documents to Supply Chain Management Division. 

2. Plans and coordinates all facets of the Engineering design process and ensuring it is aligned with the expectations of end-users and is within the target of the whole Division. 

3. Manages the overall delivery of Engineering Technical Bidding Documents (TBD) for various CAPEX, NRB and non-CAPEX projects. This includes: a. Regular progress monitoring of detailed Engineering design of ongoing projects; b. Ensuring that all designs are compliant to the Maynilad Standards and regulatory requirements; c. Creating an accurate timeline of project completion and ensuring tasks are finished within the duration d. Ensures completeness, clarity and accuracy of the Front-End Engineering Design (FEED) and CAPEX Project Plan (CPP) prior endorsement to Engineering e. Ensures timely and accurate preparation of Contract Drawings, General Scope of Works, Schedule of Prices, and Measurement and Payment; f. Review and assessment of Technical Bidding Documents created by the functional design team ensuring the completeness of the scope and overall compliance with the project requirements mandated by the CPP g. Collating of the approved Technical Bidding Documents in the common repository channel (i.e. Maynilad Portal), including project history correspondence and lessons learned which shall be applied as future improvements on similar projects; h. Managing, monitoring and ensuring completeness of Consultant’s deliverables for outsource design projects conforming with the contract employer’s requirements or terms of reference; i. Collating the approved Consultant deliverables (i.e reports, drawings, calculations, analyses, and brochures) in the common repository channel (i.e. Maynilad Portal); and j. Timely managing, reviewing and monitoring billings of Consultancy services. 

4. Serves as the single point of contact to other departments/units of the Division by: 

a. Acting as the overall Project Manager within Engineering managing the time, cost, and quality of the project; 

b. Assists/leads coordination meetings with detailed technical inputs encompassing the civil, structural, architectural, electrical, mechanical, geotechnical, and sanitary disciplines for faster and more accurate project development; 

c. Constant monitoring and review of all transactions being handled in accordance with the Service Level Agreement (SLA); 

d. Manages the functional design team during the Engineering design stage establishing the detailed design phase schedule and conducting detailed review meetings; 

e. Endorsing the of Requests for Information/Approval (RFI/A) to the functional team and ensuring timely return time to Construction/Contractors within the scope of the contract; 

f. Handling and monitoring of Technical Assistance Request (TAR) received from different end users and ensuring on time delivery of expected output (MSD creation, evaluation report, etc.); 

g. Reviewing and approval of Technical Evaluations (Bid Proposals, Contractor Submittals, Change Proposal/Variation Order Requests, etc.) 

h. Coordinating with PMD-Construction for design workshops to resolve pending design items and following up Contractor's resubmission of design documents in accordance with the time frame specified in the Contract. 

5. Aids Design Services Head in developing programs, procedures to improve design quality and efficiency of the Department, thru work process improvement 

6. Establish new standard specifications and drawings from the assessment of past project data (issues encountered, change in scopes, design methodology etc.) 

7. Handles and ensures resolution of PMD-Engineering project-related issues, queries, consultations from end-users and facilitates review/evaluation with the concerned Engineering Functional teams. 

8. Conducts field investigation and construction review; ensures adherence to designs, project specifications, and scope of works of proposed projects in compliance with the contract technical bidding documents 

9. Ensures the preparation of engineering service order contracts and monitors output and billings of outsourced engineering consultants. 

10. Ensures review of design services management policies and relevant operational procedures and work instruction 

11. Ensures continuous improvement on PMD-Engineering Operational Procedures and Work Instructions and suggests proposal whenever necessary 

12. Assists and provides supports in the review/updating of the Maynilad Standard Technical Specifications and Standard Drawings, and participates with the Technical Working Group (TWG) in the deliberation of new or revised standards. 

13. Aids other departments in creating a collaborative working environment with different internal and external stakeholders: a. Internal: Colleagues within Maynilad; b. External: All Consultants, contractors, Local Governments Units, MWSS, MERALCO, PLDT, DPWH, MMDA and Local Planning Committees. 

14. Leads in the development of process design based on acceptable design guidelines and good engineering practice and ensuring technical compliance with Maynilad requirements, to provide cost effective solutions for both water and wastewater treatment plant design and operation. 

15. Prepares conceptual process engineering designs such as Process Design Basis document, Process Description, Process Flow Diagrams, Site Development Plan and Process and Instrumentation Diagram, etc. 

16. Conducts review of process design and technical proposals from Design and Build Contractors 

17. Participates in HAZOP/HAZAN studies, value engineering exercises and design reviews 

18. Conducts site inspection/audit, acts as technical expert and provides recommendations for troubleshooting and optimization of water and wastewater treatment plant operations 

19. Acts as research lead for latest technologies, design tools, guidelines and developments in technical standards and requirements in the water and wastewater treatment industries 

20. Acts as technical support for Business Development on presentations to and/or meetings with potential or existing clients 

21. Mentors other process engineers within the division and across other divisions as well, via guidance and knowledge transfer in a team environment 

22. Does other related engineering and management tasks as may be assigned; 

QUALIFICATIONS AND COMPETENCY REQUIREMENTS 

MINIMUM EDUCATION 

• Licensed Chemical Engineer 

WORK EXPERIENCE 

• At least ten years (10) years total working experience as process engineer in water or wastewater treatment with at least seven (7) years of related work experience in supervision/ management 

KNOWLEDGE, SKILLS, and ABILITIES 

• Strong technical background in water and wastewater treatment processes 

• Possesses analytical and technical competency related to the job 

• Excellent leadership, with strong sense of responsibility, decision making, integrity and delegation skills. 

• Excellent in oral and written communications. 

• Familiar with international or local safety standards. 

• Knowledge in office software such as Autocad, Word, Excel, Powerpoint, MS Project, GPS-X, Biowin, WaterPro or other process simulation softwares,etc.
